Addressing Lithuanian citizens’ requests with an improved metadata management system
The Lithuanian Tax Inspectorate was struggling to ensure proper data governance and keep up with regulatory changes. They recognised the need for a metadata management system.
PwC created an enterprise architecture model to help the Inspectorate efficiently manage their data and better assist citizens with their requests.

Setting the scene
Emerging technologies are shaping the future with robotic process automation, artificial intelligence and business intelligence. Progress in digital technology is having an impact on both individuals and businesses. And even on Lithuania’s Ministry of Finance.
The Tax Inspectorate of the Ministry of Finance in Lithuania has over a dozen information systems to support their business processes. These systems require constant updating, due to both new regulatory changes and emerging technologies. The Tax Inspectorate recognised the challenge to maintain these systems whilst also ensuring proper data governance.
In response, they decided to build a metadata management system to create an inventory of their business processes, applications and data and human resources. The solution also aimed to provide a holistic and interconnected view of these elements.
How we helped
Throughout 2018 and 2019, the Lithuanian Tax Inspectorate’s project pioneered the way in improving public sector metadata management in the European Union. A Cloud based enterprise architecture solution, Essential Enterprise Architecture with SAS, was selected and installed on the servers. The project was then implemented in three stages.
- Defining the metadata model. In order to create an effective management solution, the key metadata, the standard and the granularity of the data needed to be pinpointed. This served as a basis for building an information system and a key driver for designing reports.
- Integration. Once the key outputs were determined, the next phase used those elements to outline new processes and build a new data dictionary. These were integrated with Lithuania’s legal framework.
- Custom reports. Finally, PwC designed a custom report for the Tax Inspectorate and implemented the metadata model.
By the end of the two-year project, over 100 employees were trained and the metadata management system will now be used for the definition and maintenance of processes and information systems.
Confronted with too much data and not clear management, we prepared tender dossier and turned to PwC, as tender winner, for help in finding an innovative solution. The metadata management system that their team created provides us with the foundation to implement a practical change management process that incorporates technological advances
Impact and potential
The new metadata management system captures updates in the law within a day and automatically provides a full impact analysis of the law on the Tax Inspectorate’s organisation, information systems and databases.
The Tax Inspectorate saves time and resources during a time of digital transformation. The new system reduces costs, synthesizes the management of complex processes and databases and provides flexibility for the Ministry.
This management system was built to enhance internal data governance and change management processes, but also has the potential to be leveraged at a national level. Once the system is fully implemented, there could be an opportunity to publish the details for other Ministries to digitise their processes, which would allow the project to expand and the impact to spread for wider benefit.
