The Department of General Administration (DAG), which is part of the Ministry of Economy and Finance (MEF), needed to design and build a secure-by-design network of cloud services that allowed civil services to be regulated, monitored and shared throughout Italy. This included transforming Italy's payroll service, which is the largest payroll service in Europe serving more than three million people, from a fragmented system into a centralised personnel management system.
We helped MEF design, propose and deploy a research and innovation plan that identified an IT solution capable of bringing together blockchain-based private cloud solutions. This plan, known as the SUNFISH project, ultimately received a European Union (EU) grant of more than €4.5 million. Working with the MEF, we explored a number of innovative approaches throughout the project, ultimately deploying Cloudify NoiPA, a large-scale digital transformation program that was financed by a European Structural and Investment Funds grant worth almost €70 million. Going forward, NoiPA will be expanded to use secure cloud technologies for the entire Italian public sector.
PwC provided 360° support to the MEF, from scouting the most appropriate technological options and defining corresponding strategic options, all the way to identifying the most appropriate funding streams and providing PMO and technological support for this large-scale digital transformation. NoiPA is now looking to become the primary system that manages all of Italy's more than three million public sector employees.
