Amended Regulation on Completion of Customs Declarations

On 23 September 2022, the Ministry of Finance of Ukraine approved Order 296 on Amendment of the Regulation on Completion of Customs Declarations Using Single Administrative Document Forms (the “Order”). The Order introduces a number of amendments to the Ministry of Finance Order 651 dated 30 May 2012 on Approval of the Regulation on Completion of Customs Declarations Using Single Administrative Document Forms due to Ukraine's accession to the Convention on the Simplification of Formalities in Trade in Goods on 30 September 2022 (the “Convention”).

The Order introduces the following changes:

  • The Order permits the use of customs declarations required by the Convention and related completion rules as part of transit formalities
  • The above rules apply to customs declarations based on Single Administrative Document forms, continuation sheets and annexes produced based on the use of computers, as well as digital customs declarations
  • The Order repeals the Ministry of Finance Order 55 dated 8 February 2022 on Approval of Amendments to the Regulation on Completion of Customs Declarations Using Single Administrative Document Forms, which was due to become effective 3 months after the termination or cancellation of martial law in Ukraine based on the Ministry of Finance Order 100 dated 17 March 2022 (overridden by the Order)

The Order becomes effective on the later of 1 October 2022 or the official publication date.
