The Government has approved a Draft Law №7737 dated 5 September 2022 aimed at bringing the Customs tariff of Ukraine in line with requirements of the International Convention on the Harmonised Commodity Description and Coding System.
“Ukraine is adapting to international standards for the classification of goods. We need this to increase our own exports, to enter new markets, and to strengthen competitive advantages in world trade. A big victory is having duties established at a zero rate on Ukrainian commodities by the EU, Canada, the UK and Australia. Exporters capitalise on this opportunity to promote their goods. At the same time, the Ukrainian business needs numerous intermediate import goods to launch processing manufacturing as an example. In this context, the new Customs tariff will boost trade and strengthen our economy”, First Vice-Prime Minister Yulia Svyrydenko, Minister of Economy, emphasised.
As you know, the commodity description and coding in Ukraine is currently based on the Harmonised Commodity Description and Coding System of the 2017 version, while the EU countries, EFTA, the USA and Turkey use the 2022 version. This gives rise to a number of inconsistencies in importing products into Ukraine by its trading partners.
Key changes relate to Groups 59-97 – agricultural goods, chemical and forestry sectors, textiles, non-ferrous metals, engineering, and transport. The new commodity description and coding system is expected to come into effect on 1 January 2023.
