Infrastructure and Transportation Leader, PwC Canada

Mark is a Capital Projects and Infrastructure (CP&I) Partner in the Deals practice of PwC Canada, leading the Ontario CP&I team. Mark is also the Global Client Partner for the World Bank Group.

Prior to relocating to Canada, Mark worked in the assurance , transaction services and litigation support practices in the UK before moving to Singapore where he led PwC’s Asia-Pacific CP&I Network.

Mark has over 25 years of experience in structuring infrastructure projects that straddle the complex interface between public and private sectors. He has been key to the development of various governments’ infrastructure policies and regulatory frameworks, client infrastructure investment strategies, project structures, risk allocation and mitigation strategies and the related funding solutions for both public and private sector clients, across various jurisdictions across our global network.

Mark has experience working with clients across many industries and sectors including; energy (power generation, renewable energy and energy transition), waste management, transport (rail, road, ports, airports and transit oriented developments), logistics, stadiums and event facilities, defence equipment and accommodation, hospitals and hospital equipment, education facilities, water and wastewater.

Selected deals include:
  • Lead advisor to Singapore Government on the Singapore Sports Hub
  • Lead advisor for limited recourse debt raise of US$300m for a 1.3m cubic metre oil storage terminal
  • Advised on numerous rail and road projects, for example, Singapore-Kuala Lumpur High Speed Rail, Land Transport Authority/SMRT Thompson East Coast Line, RTS Link, Roads and HSR in Thailand and the HK/Zhuhai/Macau Bridge
  • Advised CITIC on its bid for the KP Special Economic Zone, comprising a deep sea port, industrial zone and supporting infrastructure in Myanmar
  • Led project defining the application of ESG to infra investors and lenders for World Bank Group
  • Leading buy side advisory for a waste and environmental management company in Korea
  • Lead to the Public Utility Board and bidders on different desalination and NEWater facilities
  • Lead advisor to an ASEAN Government on its privatisation plans
  • Lead advisor to a Japanese Trading House on its development and financing of a large transit oriented development and related real estate
  • Lead advisor to National Agency of PPP in Sri  Lanka and State Enterprise Policy Office of Thailand on their infrastructure procurement policy, programme for World Bank
  • Advising fund on investment strategy across the waste management market in Asia

Mark graduated from Stellenbosch University with an undergraduate Bachelor of Commerce and a post graduate Honors degree in financial management and accounting. He is a member of the Institute of Chartered Accountants in England and Wales (ICAEW).
