EXPORT OF DIGITAL GOVERNMENT

We participated as digital state experts in the projects of the Telecommunications and Digital Government Regulatory Authority of the United Arab Emirates:

  • Helped to recommend and design a framework to govern and align digital government projects at the Arab United Emirates federal government level aiming to avoid duplication of efforts and promote reusability. The work was supported by a benchmarking exercise highlighting how select leading nations (including Estonia) are governing their digital government projects. 
  • Advanced the UAE's paperless governance. The goal is to fully digitalise the United Arab Emirates and implement a paperless concept. We examined the government's paper usage and future plans and developed solutions for paperless governance. Together with the client, we reviewed the management, objectives, and roadmap of the national program.

MODERNISATION OF THE EESTI.EE ENTERPRISE DIGITAL GATEWAY

We made a significant contribution to the development and design of the entrepreneur views of the state portal eesti.ee. We analysed the export topic area in more detail, including mapping all export-related public services and information that is relevant for entrepreneurs to display on the state portal. In addition, we developed an interactive prototype of the future export topic page, which is expected to be implemented and launched by the state by the end of 2025

The survey of Baltic finance leaders was conducted online from September 16, 2024, to October 11, 2024. Top finance executives from Latvia, Lithuania, and Estonia participated in this survey. 

The study showed that most organisations are engaged in performance management and the planning and implementation of KPIs, as well as the adoption of cloud-based ERP solutions and digital platforms. At the same time, employee training and generative artificial intelligence are still in the early stages, indicating a need for IT infrastructure modernisation and increased operational efficiency.


CONTINUED SUPPORT FOR THE IMPLEMENTATION OF KEY REFORMS

In 2024, we continued to provide large-scale expert support for the development of government spending reviews and the integration of primary health and social services.

Within the framework of the projects, we mapped the current situation and problems in the respective fields, conducted an analysis of foreign practices, and are in the final stages of developing a future operating model and action plans.


INCREASING THE AVAILABILITY OF SUSTAINABLE AVIATION FUEL

We started by investigating technological solutions and production opportunities for sustainable aviation fuel in Estonia and Latvia. 

The use of sustainable aviation fuel will help facilitate and promote the aviation sector's transition towards carbon neutrality. 

The project is being carried out in cooperation with PwC Latvia - it involves the Estonian Ministry of Climate and key stakeholders, as well as Latvian government agencies, and is funded by the European Commission's Directorate-General for Structural Reform Support (DG Reform).

 


INVESTIGATION OF FRAUD AND UNCOVERING SCHEMES

During an economic downturn, incomes and expenses are often scrutinised with the aim of finding potential optimisation and savings opportunities. As a result of such process, various suspicious activities may come to light, and the entrepreneur's greatest fear – the abuse of trust by team members or partners – may become a harsh reality. In 2024, we were engaged in more forensic investigations arising from suspicions of fraud than before. During these difficult times, we supported several clients in conducting complex internal investigations of uncovering the committed fraud.


IMPROVING PUBLIC SECTOR PERFORMANCE MANAGEMENT

With limited resources, the state consistently strives to find more efficient ways to organise the services and benefits it offers to the public. This year, we supported the Ministry of Finance in enhancing the performance management of state foundations by creating a suitable methodology and toolkit for setting goals and monitoring their achievement. The developed approach will assist in setting founder expectations for foundations in the future, ensuring greater alignment between goals and activities, while simultaneously increasing governance transparency.


DATA-DRIVEN ANALYSIS AND TOOL CREATION

In society, and even more so in an aging society, it is important to ensure dignified living conditions for the elderly, both for independent living and, if necessary, assisted living (including nursing homes). We supported the Social Insurance Board in conducting an analysis to define the prerequisites for conducting preventive state supervision in the field of general care services, based on both data and expert assessments, creating a tool for predicting potential hazards. The methodology and its tool allow for a more precise and targeted focus on the main risk factors in the field, helping to both enhance the effectiveness of the supervision carried out and to ensure better living conditions for the elderly in nursing homes.

A good consultant can always praise himself. But that doesn't matter - all that matters is what the clients think. We systematically ask all our clients for feedback, and the answers we receive prove a very high level of client trust. When the recommendation index (NPS or Net Promoter Score) of 68 different Estonian service companies was measured in a study conducted by Kantar Emor in 2024, the results ranged from -18 to +44 across the industry. However, the recommendation index of PwC Estonia's management consulting clients was as high as 79 points in 2024. A deep bow to all our clients for such trust!
