To incentivise and support businesses to digitalise their business processes, Malta Enterprise and other Authorities have issued several incentive schemes on this subject as set out hereunder.
The Business Development Scheme is intended to facilitate value-added projects that are expected to contribute to the regional development of Malta and to support the initial development phase of an undertaking setting up in Malta, expansion projects, consolidation of activities as well as the reengineering of business processes.
This scheme primarily targets undertakings engaged in prescribed qualifying activities, including manufacturing, research & development activities, digitisation of processes, and the development of digital services and systems. Other projects which lead to an increase in business performance and innovation may be supported, subject to Malta Enterprise’s discretion.
Eligible costs include the relocation costs of key personnel, payroll costs, lease and rental of real estate, support and advisory services, procurement and relocation of tangible assets and rights, licences and certifications related to the business development project in question.
This scheme is a De Minimis scheme and accordingly, the aid awarded is capped at €200,000 over a rolling three-year period (on a group level).
The submission deadline for this scheme is 31 October 2023.

The Business Re-Engineering and Transformation Scheme aims to support SMEs when engaging advisors to facilitate their efforts to:
re-align their business activity,
restructure their employees, product and/or service portfolio,
optimise the use of technology; and
embrace green technology and practices.
Eligible projects must be new assignments that are of strategic significance and should address one of the many objectives listed, one of which includes the digitalisation of business processes, including the deployment of digital technologies, such as the Internet of Things (IoT), artificial intelligence (AI), machine learning and predictive analytics.
The aid awarded is in the form of a cash grant covering consultancy costs at the rate of 50%, capped at €5,000 per advisory service per undertaking. Beneficiaries may only be supported through this measure once in any eighteen-month period and application forms should reach Malta Enterprise by 31 October 2023.

This incentive scheme is available to businesses undertaking investment projects of more than €10,000 to invest in sustainable digitalisation. Eligible projects include investments in the adoption of technologies carried out by electronic devices and/or systems which make it possible to increase product functionality, modernise processes, or migrate to business models based on the disintermediation of goods production and service delivery, which would eventually lead to more environmentally efficient operations.
Aid is granted in the form of cash grants of up to €100,000, which may be topped up by an additional 10% or 20% support (up to €40,000) in the form of tax credits if additional conditions are satisfied. Eligible costs should be incurred after the approval is issued by Malta Enterprise Corporation and approved investment projects should be implemented within 12 months from the date when funding is approved. Furthermore, the beneficiary should maintain the supported investment for a minimum period of 3 years.
Applications should be submitted to Malta Enterprise Corporation by 30 November 2023.
This incentive scheme seeks to assist SMEs through non-repayable grants to part-finance investment to digitalise their operations, and hence improve their resilience, efficiency, productivity and customer experience.
This incentive scheme supports investments in tangible and intangible assets relating to digital solutions and e-commerce websites. The maximum funding amount is €50,000 per digitalisation investment in digital technologies, part-financing eligible costs up to 50% for investments in Malta and 60% for investments in Gozo.

Similarly to the SME Digitalisation Grant Scheme, the Digital Intensification Grant Scheme supports enterprises, with a specific focus on those in the manufacturing and tourism industries, through non-repayable grants to part-finance investments in digital technologies and related processes.
In particular, support covers the purchase of hardware, software and other digital solutions to improve efficiency, productivity and customer experience. Unlike the SME Digitalisation Grant Scheme, the Digital Intensification Grant Scheme can also assist large enterprises, subject to certain conditions being met.
This grant scheme will support investment in tangible and intangible assets related to specific digital solutions as identified in the process and systems review, including hardware and software as well as other digital solutions. The percentage of aid awarded varies depending on the size of the undertaking and where (in Malta or Gozo) the project shall be undertaken, as outlined below:

This is a recently-issued incentive scheme which aims to assist SMEs through non-repayable grants to part-finance investments that will enhance their overall security levels and resilience to be in a better position to handle cyber threats. The cybersecurity solutions which are assisted should contribute towards the design, development, implementation and delivery of the entity’s cybersecurity system focusing on at least one of the following investment areas:
Threat detection & response;
Vulnerability management solutions;
Identity and access management;
End-to-end data protection;
Enhanced cloud-based platform security.
The eligible project costs which should be of a minimum amount of €20,000 and on which aid is awarded include cybersecurity solutions and the following costs relating thereto:
Hardware;
Subscriptions, license fees and managed services;
Staff training costs;
Implementation costs.
The aid awarded under this incentive scheme is 80% of the eligible investment costs, capped at a maximum amount of €60,000 per project.
The scheme operates on an open call rolling basis and should remain available until 29 December 2023 (subject to availability of funds).

This incentive scheme was launched recently by the Measures and Support Division through the Recovery and Resilience Fund. It aims to assist micro enterprises (as defined) through non-repayable grants to part-finance investments to digitalise their operations.
The Digitalise your Micro Business Scheme shall support eligible micro enterprises on the following expenditure:
Commercial Off-The-Shelf (COTS) software;
b. Hardware (such as laptops, docking stations, port replicators, monitors, and tablets);
Cloud computing;
Training costs on the use of the specific item acquired under the points above and included in the purchase price of the item in question.
The cost of a two-year subscription-based software will also be considered as an eligible cost item.
The maximum funding amount under this scheme is €10,000 per digitalisation investment in digital technologies, part-financing eligible costs up to 50% for investments in Malta and 60% for investments in Gozo.
The Scheme operates on an open call rolling basis and should remain available until 31 December 2023 (subject to availability of funds).
