EU Advisory, Policy & Research

Digitalise your Business

The EU Advisory, Policy and Research team at PwC Malta brings considerable experience in managing and undertaking special research studies for the Government, assisting on EU funding applications for both the private and public sector, while also carrying out feasibility studies and cost-benefit analysis.

Our clients’ challenges

In view of the current economic climate, where both the public and private sectors are having to re-think their strategies and implementation of their actions, our clients are facing the following key challenges:

  • Creating and preserving value in a highly competitive environment.

  • Navigating a wave of new regulations and policies.

  • Accelerating the shift towards green and digital practices.

  • Maximising support from EU Funding grant schemes at their disposal.

  • Assessing the feasibility of potential investments, reforms or business opportunities.

How we can help

Our team is composed of experts that are ready to understand, advise on and find solutions to the complexities emerging as a result of these various scenarios, through a number of services.

Economic Impact Assessments (EIAs)

An EIA quantitatively estimates the economic impact on the local economy and communities, resulting from a particular project or industry. The economic impact can come from day-to-day business operations (direct impact), through expenditure down the supply chain (indirect impact), as well as through the expenditure of employees and suppliers’ employees (induced impact).  Therefore, we can help you to:

  • Measure and assess the economic impacts of policy decisions;

  • Understand the economic significance of major investments;

  • Understand the economic footprint of your business; and

  • Gain deeper insight into the structure of the supply chains of major investments.

Cost Benefit Analysis (CBAs)

A CBA is a decision-making tool used to weigh the costs of a program/project with its benefits. This facilitates the choice between projects by assigning a monetary value on all costs and benefits of an investment to obtain the best value for money and to enhance economic welfare. Therefore, we can help you to:
  • Assess the project’s contribution to the economic welfare of a region or country, including social and environmental impacts;

  • Analyse the economic efficiency of a project; and

  • Identify the most attractive projects based on the generated net economic benefits.

Feasibility Studies

A feasibility study is an overall analysis that determines whether a project is economically, commercially, technically and legally viable. The outcome of the study gives an indication if the investor can expect to bring in a rate of return higher than the risk adjusted cost of capital. Therefore, we can help you to:
  • Prepare business planning and market analysis;

  • Coordinate a set of recommendations on project feasibility;

  • Identify high-level risks and ways to mitigate them;

  • Compare and evaluate alternative scenarios and their impact on the value of a project; and

  • Provide tailored recommendations for commercial and transaction structure.

EU funding support for the Private Sector

We assist private sector clients with tapping into EU Funded grant schemes by supporting them with assessing applicable schemes, collating and preparing required documentation and preparing application content. Assistance with the preparation of business plans which generally are required as part of the application process also forms part of this service offering.

EU Funding support for the Public Sector

We provide assistance to the public sector to tap into EU funding by supporting them with assessing applicable calls, collating and preparing required documentation and preparing application content. This also includes the preparation of necessary feasibility studies and cost-benefit analysis that may be required at application stage. Such support is provided for the application of nationally managed funds including European Structural Investment Funds (ESI) and Recovery and Resilience Facility Funds (RRF) as well as for Centrally Managed Funds such as Horizon Europe and the Digital Europe Programme.

In relation to EU funding for the public sector, we also provide programme evaluation services including ex-ante and ex-post evaluations of EU programmes, implementation support and coordination of tasks.

Special studies

Given our vast pool of hands-on experience and the extensive profile of our experts, we also assist the public sector and other entities with carrying out specific studies through the development of tailor made solutions to best meet the specific objectives of your assignment.

Training

As a team we also collaborate with the PwC Academy to offer training on EU funding. During the 2014 -2020 programming period, an EU funded accredited course at MQF Level 5 was also offered to both members.
