FSCDC trains experts for work in NFRS. Since the demand from potential students invariably exceeds the available places at FSCDC and in anticipation of active training for the current staff according to NFRS operational strategy and modern training methods, it is necessary to strengthen FSCDC’s institutional and technical capacity.
To ensure the required capacity and an efficient and modern training process based on international experience, the Ministry of the Interior and NFRS intend to strengthen FSCDC’s capacity by building a modern polygon. Building a new polygon and moving FSCDC’s operations to a single site at 10 Krustpils iela and at 20 Janavartu iela will result in a modern training facility. For this purpose, there are plans to adapt the infrastructure on the existing site and, if necessary, build some new infrastructure. Before the training facility project was developed for announcing a competition and putting the idea into practice, a feasibility study was conducted under the NFRS project to understand the resources and infrastructure required for FSCDC’s training facility.
Study the education processes and resources that FSCDC needs and the available infrastructure to promote a better development of officers’ professional competencies in the future and prepare sketches for FSCDC’s training facility and a design brief for developing the facility at 10 Krustpils iela, Riga and at 20 Janavartu iela, Riga.

As a result of the study, we assessed the capacity of FSCDC’s teaching staff and the need for premises and facilities, considering FSCDC’s anticipated workload. According to our assessment of FSCDC’s facility needs and Latvian construction laws, we created 3D designs for the training facility and its territory, offering a clear vision of how the facility might be developed. In addition, we drew up a design brief for putting the idea into practice and implementing the procurement of architectural services.
