Two quantitative studies on Latvian public awareness of response to emergencies

Quantitative study “How the Latvian public understands preparedness and response to emergencies and disasters or near-disaster situations” and “A study of the content and information support on websites and mobile apps offering information in emergencies and preparation of technical specifications and an estimate of provisional costs”.

NFRS regularly informs people of potential disaster threats and appropriate response to emergencies, including through NFRS’s website. However, for educational information to reach the target audience more efficiently, it is necessary to identify levels of public awareness as well as appropriate channels and types of information, and to improve the availability of information from NFRS’s website. Since users tend to look up relevant information using technical solutions on their mobile devices, it is very important when developing the 112 website to basically ensure easy access to information on mobile devices.

 

The goal

Identify the level of Latvian public awareness of preparedness and response to emergencies and disasters or near-disaster situations to build effective sources of communication – the website and the mobile app – in technical and design performance as well as content.

Key activities in implementing the project

Activities performed under part 1

The task of part 1 of the study was to examine Latvian public awareness of responding to emergency and/or threat situations such as fire, natural disaster, spillage of hazardous chemicals etc. In performing the work task, PwC collaborated with the centre for market and social studies Latvijas Fakti in performing:

  • Computer-assisted telephone interviews with over a thousand Latvian residents
  • Extensive data processing (including potential correlations of the data gathered) and analysis
  • Preparing an analytical report to inform the public together with the findings of the studies
Activities performed under part 2

The task of part 2 of the study was to carry out an assessment of the content and information support on the existing website www.vugd.gov.lv for responding to emergencies and to make recommendations for developing effective sources of communication – the website and the mobile app. In performing the work task, PwC used methods of quantitative and qualitative analysis by conducting:

  • An assessment of the content of information available on NFRS’s website on responding to emergencies and its adequacy and availability to users in various groups of society
  • An assessment of the website for the technical solution and support capabilities in everyday mode and in a potential emergency
  • An assessment of foreign countries’ experience in notifying and educating their residents on responding to emergencies, with the assistance of foreign experts in the home affairs sector

The outcome

The findings of the quantitative study offer insights into the level of Latvian public awareness of and interest in responding to various crises or emergencies. The data gathered is used to make proposals and recommendations for developing the website and the mobile app, and to prepare technical specifications, considering the requirements for the availability and clarity of information, perception of the design, and technology solutions.
