Over the past year, we have seen organisations worldwide (spanning across industries, size and geographical regions) affected by the far-reaching consequences of the COVID-19 pandemic. On 18 December 2020, the “OECD Guidance on transfer pricing implications of the COVID-19 pandemic” was published with the aim of aiding tax authorities and taxpayers in dealing with complexities resulting from COVID-19. In Singapore, the IRAS released the “Support Measures and Tax Guidance - Transfer Pricing” (updated January 2021) which equally provides practical guidance for local taxpayers to consider when preparing upcoming transfer pricing documentations.
With that in mind, the objective of this webinar session is to consider the issues and opportunities emerging from the OECD Guidance and to address business concerns of organisations from a transfer pricing angle.
Our esteemed speakers from OECD - Sabine Wahl and Norman Wingen - will present the work carried out on the OECD Guidance on the TP implications of COVID-19 pandemic. Falgun Thakkar and Abhishek Shukla, from PwC Singapore will bring the discussions closer to home. They will reflect upon the IRAS Guidance and share on the ground experiences of the businesses who are stressed under COVID-19, from Singapore and the Southeast Asia region.

Partner, PwC Singapore
Falgun is a Partner in PwC Singapore with over 16 years of experience in transfer pricing. He has experience with advising multinational companies with their transfer pricing planning and defending their transfer pricing arrangements from Singapore, UK and India transfer pricing perspectives in audits, Mutual Agreement Procedures (MAPs) and Advance Pricing Agreements (APAs). He has been involved in MAPs and APAs between Singapore and Japan / China / Taiwan / Indonesia / UK. He has also been involved in MAP between the UK and Japan during his stint in the UK firm. He is part of the tax controversy and dispute resolution team within PwC.

Abhishek brings over 15 years of strong Transfer Pricing/ Tax consultancy experience. He started his career with PwC and has been a part of PwC Singapore and India practice's, including strengthening the emerging Bangladesh TP market. Between 2015 to 2018, he was the India Tax Desk lead at PwC Singapore, supporting clients on cross border investments, including strategic/ operational matters (beyond tax). He partners with regional teams (MNC's - Singapore/ SE Asia), working alongside their business imperatives to develop a tangible solution in alignment with the accepted transfer pricing and tax principles. He also brings extensive experience in leading/ supporting the global/ regional core TP documentation projects, TP policy design and bilateral advance pricing agreements (APA’s) and Mutual Agreement Procedures (MAPs).
Senior Tax Advisor, OECD/CTP
Sabine is a senior tax advisor with the OECD CTP since November 2019 where she assists on various projects under development e.g., Pillar 1, the Covid-19 Guidance, TP trainings with developing countries. She is a Person of Standing for France with the European Arbitration Convention. She has more than 25 years of TP experience including as a principal /APA Practice Leader for 7 years with PwC India, the head of TP of a large pharmaceutical company and a senior attorney with the APA program of the US I.R.S. She has been a TP expert for various tax administrations (e.g., Vietnam, West African countries, Pakistan, Russia) over the last 15 years. She is a U.S. attorney.

Norman is a Transfer Pricing Advisor at the OECD's Center for Tax Policy and Administration in Paris; currently his work focuses on the tax challenges of the digitalized economy and the transfer pricing implications of COVID-19. Prior to joining the OECD, Norman spent more than a decade in international tax. He first began his career with a Big-4 company working both in Germany and the US before moving in-house to work for US-headquartered multinationals. Norman holds advanced degrees in International Tax from the University of Cologne (Germany) and is a licensed German Tax Adviser.
