President: Operation of Cigombong-Cibadak toll road boosts investment in West Java

Jakarta - President Joko Widodo (Jokowi) is optimistic about the operation of Cigombong-Cibadak toll segment of Ciawi-Sukabumi toll road in Sukabumi Regency in West Java Province accelerating the mobility of passengers and goods and boosting the interest to invest in West Java. With the toll road completed, travel time from Jakarta to Sukabumi that previously took 5-6 hours can be accelerated to around 2.5 hours.

“Alhamdulillah (Praise be to God), today, the Cigombong-Cibadak segment of Ciawi-Sukabumi toll road spanning 11.9 km has been completed and is ready to operate. It will accelerate the mobility of passengers and goods, as well as anything related to investment. Based on the investor survey, West Java is ranked first for investment. The reason is that West Java has the most toll roads constructed,” the President said when he inaugurated Cigombok-Cibadak toll segment at Parungkuda Toll Gate in Sukabumi, West Java on Friday (4/8/2023).

President Jokowi’s statement was applauded by Public Works and Housing (PUPR) Minister Basuki Hadimuljono, State-owned Enterprises (SOE) Minister Erick Thohir, West Java Governor Ridwan Kamil, House of Representatives (DPR) Commission V member Mulyadi, and other related officials who were standing behind him.

“Bismillahirrahmanirrahim (In the name of Allah, The Most Gracious and The Most Merciful), today, I am inaugurating the Cigombong-Cibadak segment of Ciawi-Sukabumi toll road in Sukabumi Regency,” President Jokowi said.

According to the President, the construction of Cigombong-Cibadak toll segment costs Rp3.2 trillion. He hopes that the completion of Cigombong-Cibadak toll segment will shorten the travel time from Jakarta to Sukabumi in West Java, that includes Pelabuhan Ratu, Ciletuh, Ujung Genteng, and Gunung Gede, from previously 5 -6 hours to less than 2.5 hours.

“Moreover, travel time previously took around 6 hours, 9 hours, or 8 hours as there is a market and workers going home from factories, so it is congested. I have experienced it myself as it took almost 6 hours,” the President revealed. With the inauguration of Cigombong-Cibadak toll segment that spans 11.9 km, the President said that traffic jams could be prevented, and it could also smooth out the accessibility of passengers and goods. Access from Jakarta to tourism areas, such as Pelabuhan Ratu, Geopark Ciletuh, and Ujung Genteng, can be accelerated.

“It means that the mobility of passengers and goods will be faster with the toll road. [Access] to Pelabuhan Ratu, Geopark Ciletuh, and Ujung Genteng will be more open as it will be faster,” the President said.

Jokowi is also asking the construction of the next section of the toll segment to be accelerated. “We are accelerating everything. Until West Sukabumi,” he said.

President Jokowi mentioned that the inauguration of the toll segment was an Independence Day gift. “Yes, it is a gift for the 78th Independence Day anniversary for West Java, especially Sukabumi,” the President said.

Ciawi-Sukabumi toll road consists of four sections spanning 54 km. Currently, section 1 (Ciawi-Cigombong) that spans 15.35 km has been operating since December 2018. Section 2 (Cigombong-Cibadak) that was inaugurated on Friday (4/8/2023) has been operating to facilitate the homecoming flow during Eid from 15 April 2023 to 1 May 2023.

Then, section 3 (Cibadak-West Sukabumi) spans 13.70 km with a land acquisition progress of 86%. Next, section 4 (West Sukabumi-East Sukabumi) spans 13.05 km with a land acquisition progress of 9.9%.

“We hope that section 3 from Cibadak to West Sukabumi can be completed at the end of 2024. It means that it has passed the worst congestion point at Cibadak Market,” PUPR Minister Basuki Hadimuljono said.

Toll Road Regulatory Agency (BPJT) Head Miftachul Munir also said that, after the operation of section 2, section 3 would follow suit with Cibadak-West Sukabumi toll segment. It can be a solution for traffic jams from and to Sukabumi and also from and to Pelabuhan Ratu in Java’s southern coast. 

“After it is inaugurated, Cigombong-Cibadak toll segment will operate for free until 20 August 2023,” he said.

Cigombong-Cibadak toll segment will be connected to Bogor to Jagorawi toll road. The toll segment is expected to improve access to tourism areas around Lido, Sukabumi, Pelabuhan Ratu, Ujung Genteng, and Geopark Ciletuh. Besides that, it will also smooth out the connectivity of the public’s economy among the industrial sector, the goods sector, and the services sector as it will be connected to West Java’s southern coast from Sukabumi to Pangandaran.

Continued to Padalarang

During the occasion, Infrastructure Financing for Public Works and Public Housing Director General of the PUPR Ministry Herry Trisaputra Zuna revealed that Ciawi-Sukabumi toll road could be continued to Ciranjang in Cianjur Regency, and Padalarang in West Bandung Regency in West Java.

“We are currently completing section 2 of Ciawi-Sukabumi toll road from Cigombong to Cibadak, then we will continue with sections 3 and 4 in Sukabumi. Then, it will be connected to Bandung so that people who want to go to Bandung can go through West Java’s south coast route rather than the usual Jakarta-Cikampek route,” Herry said.

Herry said that the completion of Ciawi-Sukabumi toll road would facilitate traffic going to southern West Java.

“It is only a part of toll roads that connect Jakarta-Bandung. Other toll roads that connect the two cities are Ciawi-Sukabumi toll road, Sukabumi-Ciranjang toll road, and Ciranjang-Padalarang [toll road],” he stated.

Herry also ensures that section 3 (Cibadak-West Sukabumi) of Ciawi-Sukabumi toll road will be constructed soon as the land acquisition progress has reached 86%.
