Investor Daily - Pembangunan Pelabuhan Patimban diapresiasi BPK RI

24 August 2024

Jakarta, ID – The Audit Board of the Republic of Indonesia (BPK RI) has expressed its appreciation for the construction of Patimban Port in Subang, West Java. This commendation was made by Nyoman Adhi Suryadnyana, the Head of Financial Audit I of BPK RI for Politics, Law, Defence and Security, during the BPK RI audit entry meeting with Budi Karya Sumadi, the Minister of Transportation, at Patimban Port.

According to Nyoman, this appreciation was given because Patimban Port exemplifies how a project can be executed with a large budget while still adhering to both accounting regulations and port functional rules.

“This audit of Patimban illustrates that the construction of Patimban Port is an example of how a ministry can manage a large and complex development budget while still implementing good governance,” said Nyoman in his statement as quoted in Jakarta, Friday (23/08/2024).

In the meantime, Budi Karya Sumadi, the Minister of Transportation, provided a progress update on Phase I-1, stating that all physical work has been completed and the port is now operational. They have now entered Phase I-2, which will continue until 2025.

“Phase I-2 includes the development of a car terminal and Container Terminal 2, as well as consulting services for supervision. Meanwhile, the construction of Patimban Port in Phase I-1, which comprised the building of a breakwater terminal, seawall, dredging of shipping channels, and connecting bridges, has been fully completed and is now operational,” said Transportation Minister.

In addition to the entry meeting, the Minister of Transportation, along with the BPK auditor team, also inspected Patimban Port, including the vehicle terminal area of the international port.

In this area, the Minister of Transportation also observed the loading and unloading activities of the ro-ro ship Dream Angel, which will deliver vehicles from Patimban to Brunei Darussalam, the Philippines, Japan, Thailand, Singapore, Malaysia, and back to Patimban.

The Minister of Transportation stated that the BPK audit plan was warmly received within the Ministry of Transportation. In the maritime transportation sector, the BPK is conducting an audit of the management of Patimban Port development expenses and the performance of Inaportnet management in overseeing the port from 2023 to the first half of 2024.

Simultaneously, the BPK is also auditing the land transportation sector, specifically the performance of type testing services and the registration of motor vehicle type testing from 2022 to the first half of 2024, as well as the management of Non-Tax State Revenue (PNBP) at the Directorate General of Air Transportation from 2023 to the first half of 2024.

Based on the results and recommendations of BPK audits in previous years, the Ministry of Transportation has made optimal efforts to follow up on all audit findings, aiming to improve governance and accountability in the use of the allocated budget.

One of these efforts is related to the BPK's recommendations in the Audit Result Report (LHP) of the 2007-2023 Financial Reports. Of the total 1,685 recommendations, the Ministry of Transportation has followed up on 86.11%, which is higher than the national average achievement of 78.17%.

"We are committed to continuing to improve these achievements until all recommendations are fully implemented," continued the Minister of Transportation.

The Minister of Transportation also instructed all levels of the Ministry of Transportation to facilitate the smooth execution of the audit and to actively communicate in order to complete the audit documents. This will enable the BPK Audit Team to offer as many recommendations for improvement as possible.
