Transportation Minister establishes cooperation with three parties in sea transportation sector

Jakarta - During an assembly session of International Maritime Organisation (IMO) in London, UK, the Transportation Ministry established a cooperation with three parties in the sea transportation sector, namely Saudi Arabia, Brunei Darussalam, and the non-profit organisation International Association of Marine Aids to Navigation and Lighthouse Authorities (IALA).

The signing of the Memorandum of Understanding (MoU) with the three parties were witnessed by Transportation Minister Budi Karya Sumadi. “The cooperation is expected to improve the safety aspect and national shipping services,” the Transportation Minister said.

The MoU regarding the Recognition of Standard Training Certification and Watchkeeping for Seafarer (STCW) Certificates was signed by Sea Transportation Director General Capt. Antoni Arif Priadi with Acting President of the Public Transport Authority of the Kingdom of Saudi Arabia Rumaih Al-Rumaih.

The cooperation aims to mutually acknowledge that the maritime education and training, as well as the seafarer and health certificates required for working on ships in both countries, adhere to international standards.

“We want to ensure that seafarers in Indonesia receive the best training that meet international standards in order to improve their safety,” the Transportation Minister said.

Meanwhile, the MoU regarding maritime cooperation was signed by Sea Transportation Director General Capt. Antoni Arif Priadi with IALA Secretary General Francis Zachariae. The scope of the cooperation includes the reliability of shipping safety devices and the quality of improvement of human resources in shipping to meet international standards.

IALA as an international institution has significantly contributed to the establishment of special regulations that support navigation and ship traffic services. In line with their purpose, IALA will provide and operate shipping navigation support facilities, vessel traffic services (VTS), and coast radio stations in Indonesia. They will also develop the e-navigation concept.

Furthermore, the MoU regarding cooperation in the field of merchant shipping and port operation was signed by Sea Transportation Director General Capt. Antoni Arif Priadi with Interim Chief Executive of Maritime and Port Authority of Brunei Darussalam Haji Mohd Salihin Haji Aspar.

The cooperation is meant to facilitate and improve cooperation in the commercial shipping sector and the port operation sector. “The cooperation is expected to improve maritime connectivity that will affect economic growth, trade between both countries, and relations between the people in both countries,” the Transportation Minister said.

Tapping Tony Blair Institute

The Transportation Minister has also entered into a Letter of Intent (LoI) with Tony Blair Institute of Global Change (TBI). The partnership aims enhance the expertise of the Transportation Ministry’s human resources by facilitating an exchange of experiences to elevate the quality of managing strategic transportation infrastructure projects in Indonesia.

The signing of the LoI was conducted by Transportation Infrastructure Financing Centre Head of the Transportation Ministry Siti Maimunah with TBI Legal Operations Director Robert Cooney.

The Transportation Minister said that TBI was experienced and an expert in managing infrastructure projects. Their expertise include planning, implementing non-APBN (state budget) creative financing schemes, project execution, monitoring and supervision, and evaluation.

“We hope that the cooperation will improve the performance of the Special Delivery Unit (SDU) Team of the Transportation Ministry, which is tasked to study the details of each strategic project and supervise its implementation,” the Transportation Minister stated.

The Transportation Minister revealed that an SDU Team was established by Tony Blair when he was the Prime Minister of the UK. So, it is now a success story that can be mimicked and developed by Indonesia.

“I enthusiastically welcome the collaboration. Hopefully, it can be realised soon. We are exchanging our knowledge and experiences, which will improve the quality of human resources in Indonesia in managing infrastructure projects,” he said.

The Transportation Minister hopes that both parties will establish more mutually beneficial collaborations in the transportation sector. The scope of the partnership includes the provision of experts and training at various vocational schools of the Transportation Ministry.
