Jakarta, ID – The Public Works Ministry assures that the readiness of national (non-toll) roads in Indonesia has reached 93.88%, while operating toll roads extend to 3,020.5 km, in preparation for the 2024/2025 Christmas and New Year period.

PU Minister Dody Hanggodo stated that, to support traffic during the 2024/2025 Christmas and New Year period, additional toll segments spanning 196 km will be put into operation in 2024. These will include 47.6 km on Java and 148.9 km on Sumatra.

"The PU Ministry is committed to continuously improving road transportation services by extending non-toll and toll roads, enhancing road stability through pothole repairs and road rehabilitation, and improving intermodal connectivity by facilitating access to ports and airports, while integrating the national road network with regional roads," Minister Dody stated in his press release in Jakarta on Friday (6/12/2024).

The additional toll segments that will become operational on Java include the Cimanggis-Cibitung toll road section 2B (Cikeas-Cibitung) spanning 19.7 km, the Cibitung-Cilincing toll road (Cibitung Junction) spanning 0.4 km, the Solo-Yogyakarta-NYIA toll road section 1.1 (Kartasura-Klaten) spanning 22.3 km, and the Serpong-Balaraja toll road section 1B (CBD-Legok) spanning 5.3 km.

The additional toll segments in Sumatra include the Indrapura-Kisaran toll road section 2 (Lima Puluh-Kisaran) spanning 32.6 km, the Bangkinang-XIII Koto Kampar segment of the Pekanbaru-Padang toll road spanning 36.6 km, the Kuala Tanjung-Tebing Tinggi-Parapat toll road section 3 (Tebing Tinggi-Dolok Merawan) and part of section 4 (Dolok Merawan-Sinaksak) spanning 45.6 km, and the Betung-Tempino-Jambi toll road section 3 (Bayung Lencir-Tempino) spanning 34.1 km.

"Additionally, there are toll segments operating on a functional basis to support traffic flow during the 2024 Christmas and 2025 New Year holidays. These functional toll segments span 120.4 km, with 29.98 km on Java and 90.42 km on Sumatra," he stated.

The toll segments operating on a functional basis on Java include the Jakarta-Cikampek II South toll road section 3 (Kutanegara-Sadang) spanning 8.5 km, the Solo Yogyakarta-NYIA toll road section 1.2 (Klaten-Prambanan) spanning 8.6 km, and the Probolinggo-Banyuwangi toll road section 1 (Gending-Krakasan), spanning 12.9 km.

Meanwhile, the toll segments operating on a functional basis on Sumatra include the Sigli-Banda Aceh toll road section 1 (Padang Tiji-Seulimeum) spanning 24.6 km, the Binjai-Langsa toll road section 3 (Tanjung Pura-Pangkalan Brandan) spanning 19 km, the Kuala Tanjung-Tebing Tinggi-Parapat toll road section 2 (Kuala Tanjung-Indrapura) spanning 10.1 km, and the Pekanbaru-Padang toll road section 1 (Padang-Sicincin) spanning 36.6 km.

To facilitate traffic flow on toll roads, the capacity of the Jakarta-Cikampek toll segment has been increased from three lanes to four lanes from KM 50+400 to KM 66+700A (16.3 km) and from KM 61+500 to KM 49+700B (11.8 km). Additionally, markings have been improved at KM 72 of the Jakarta-Cikampek toll segment due to the road widening conducted on the Cikopo-Palimanan toll segment. Lane control lights have also been installed from KM 46 to KM 71, and the lanes have been extended from two to three lanes from KM 71 to KM 110. "We ensure that all national roads are functional without potholes, with complete road signs and markings, and without road repair activities on toll roads and non-toll roads from ten days before Christmas, starting on 15 December 2024," Minister Dody affirmed.

The PU Ministry will also set up 393 Christmas and New Year posts on national roads at locations identified in collaboration with relevant institutions. Additionally, 440 units of heavy equipment and 137 material points will be prepared to anticipate landslides and flooding on national road segments. Furthermore, there will be 124 rest areas across all toll segments in Indonesia to provide comfort for toll road users.

Anticipating congestion

Meanwhile, Transportation Minister Dudy Purwagandhi stated that the Transportation Ministry has conducted several evaluations and surveys and prepared recommendations to facilitate transportation during the 2024/2025 Christmas and New Year period. The results indicate that the transportation infrastructure is ready to accommodate travel during this period. "To anticipate congestion, bottlenecks at transportation nodes, safety issues, and weather changes during the 2024/2025 Christmas and New Year period, the Transportation Ministry is taking steps to implement strategic policies and disaster mitigation plans," the Transportation Minister stated.

Furthermore, the Transportation Minister explained that, for land transportation, measures include providing parking spaces and buffer zones along access routes to ferry ports, implementing a delaying system, granting incidental permits for bus companies, executing contraflow measures, and categorising queues at ferry ports.

For sea transportation, navigation and patrol ships have been prepared to respond to emergencies and incidents. Additionally, buffer areas have been established at ports, and alternative ports have also been made ready.

For air transportation, measures have been put in place for information sharing and coordination to address volcanic activities, the categorisation of compensations, and compensation for delays. Additionally, strategies have been prepared to manage congestion in land transportation along access routes to airports.

Meanwhile, for railway transportation, special observation areas, dedicated personnel, and specialised facilities are on standby. Heavy equipment has also been positioned at various locations, and personnel from the Transportation Ministry have been deployed and are on standby at level crossings where congestion tends to occur.
