Jakarta - The construction progress of Mass Rapid Transit (MRT) Jakarta Phase 2A Bundaran Hotel Indonesia (HI)-Kota as of 15 February 2023 has reached 19.68% and is targeted to be completed between 2028-2029. The construction of MRT Jakarta Phase 2, which is divided into two stages, namely Phase 2A from Bundaran HI to Kota and Phase 2B from Kota to Ancol, is currently being accelerated. 

“The current progress is still according to plan. Phase 2A from Bundaran HI to Kota Tua is currently in the construction stage with overall progress reaching 19.68%. This phase will be completed between 2028-2029,” said the President Director of PT MRT Jakarta (Perseroda) Tuhiyat at the Journalists Forum event in Jakarta on Thursday (23/02/2023). 

Tuhiyat explained, in detail, the physical construction progress of contract package (CP) 201 Bundaran HI to Harmoni has reached 51%, CP 202 Harmoni to Mangga Besar 9.8%, CP 203 Mangga Besar to Kota 27%. 

In parallel to these contract packages, he continued, the construction of Phase 2B from Kota Tua to West Ancol will also be carried out, so the entire project is targeted to be fully completed in nine years. “We are working on Phase 2B to Ancol in parallel. Up to that point, it should be completed no later than 2032,” said Tuhiyat. 

Although it was not stated when Phase 2B would start construction, Tuhiyat revealed that the land issue at the depot or the parking lot and the train maintenance location in West Ancol is close to a decision. “Insyaallah [God willing], it would be decided in May and June. Just wait for the decision on the depot,” he said. 

Tuhiyat said that, during the construction process of MRT Jakarta Phase 2 station, three Transjakarta bus shelters are affected, namely Harmoni, Sawah Besar, and Mangga Besar bus shelters. His agency would build temporary shelters outside the construction area. 

The temporary Transjakarta bus shelters would be built in stages, namely Mangga Besar bus shelter on 25 February 2023, Sawah Besar bus shelter on 28 February, and Harmoni bus shelter on 3 March. “The permanent Transjakarta bus shelters would be rebuilt later during the CP202 reinstatement stage which would be integrated with the MRT Jakarta Station,” said Tuhiyat. 

On the other hand, he said that the soft launching of MRT Phase 3 construction for the East-West Cikarang-Balaraja route spanning 84.1 kilometres would commence next year. The construction of this phase is divided into several stages with stage 1 from Medan Satria-Kembangan consisting of Kembangan-Tomang, Tomang-Medan Satria, Medan Satria-Cikarang, and Kembangan-Balaraja stages. 

“We are striving to start Phase 1’s stage 1, Medan Satria-Tomang, that spans approximately 24 kilometres under the supervision of the Transportation Ministry’s Directorate General of Railways with JICA and ADB as financers. For the Medan Satria-Tomang route, we strive to reach financial close for the soft or grand launching of the East-West [route] to occur next year,” said Tuhiyat.

He said that the financial close is an early stage of development. Once the funding is confirmed, the tender process and the development of the Transit-Oriented Development (TOD) concept would be continued. 

Furthermore, MRT Jakarta Project Management for Construction 1 Division Head Sony Desta Primandani explained, the construction of CP 201 Bundaran HI-Harmoni has reached 51.78%, CP 202 Harmoni-Mangga Besar 9.87%, and CP 203 Mangga Besar-Kota 27.13%. Meanwhile, the progress of segment 1 has reached 41.63% and segment 2 10.44%. 

“So, in terms of the average progress for each package, we are still ahead of the plan,” said Sony. Meanwhile, CP 205 for the railway system and track work for Bundaran HI-Kota is in the tender process, he said. 

“Then, for the other package, CP 205, we are still conducting the tender. We hope that in April, we would have received bidding proposals from the tender participants,” said Sony. 

Likewise, he said, CP 206 for rolling stock and CP 207 for the automatic fare collection system are currently in the tender preparation process. “Then, for [CP] 206 and 207, we are currently in the process of preparing tenders for packages 206 and 207,” said Sony. 

Passengers increase 

On the other hand, Tuhiyat said, his agency noted that the number of daily MRT Jakarta passengers in February 2023 reached an average of 85,625 people, an increase compared to January 2023 at 81,952 people. 

“In the latest development of the average number of passengers in 2023 (February 2023), it has reached 85,000 passengers per day,” said Tuhiyat. 

This figure is the highest since February 2020. Currently, the number of daily MRT Jakarta passengers has reached an average of 88,444 people. 

“The trend has been on an uptick since the outbreak of the Covid-19 pandemic in early 2020. This indicates that the public’s capacity and capability have increased as before,” said Tuhiyat. 

He said the highest number of daily passengers occurred on 8 February 2023 with the number of passengers reaching 103,362 people. “The highest daily number [of passengers] is 103,000 on 8 February 2023, that was the highest position,” he said. 

Tuhiyat said, the punctuality of MRT Jakarta reached 100% in February 2023, including the punctuality of the arrival time at stations, punctuality of the dwelling time at stations, and the punctuality of the train travel time per crossing. 

“Almost all of them reached 100%. So, the punctuality of the arrival time was 100%. Then, the dwelling time at stations and the total travel time from Lebak Bulus to Bundaran HI reached 100%. As such, we will maintain the performance of MRT Jakarta to give certainty to the public on the punctuality that they need,” he said. 

MRT also recorded, during 1-19 February 2023, there were no cancellations of trips with a realisation of 5,220 trips and there were no trip delays of more than five minutes. 

Mode integration 

State-Owned Enterprises (SOE) Minister Erick Thohir plans to integrate public transportation modes from Jakarta to West Java. In the future, Mass Rapid Transit (MRT), Light Rail Transit (LRT), Commuter Line (KRL), and Jakarta-Bandung High-Speed Railway (KCJB) will be integrated with several areas in West Java. In the initial stages, the MRT, LRT and KRL will be integrated. 

“So, we cannot build anything separately, we must synergise it. The House of Representatives annual meeting earlier discussed, among other things, sustainable and measurable national development,” said Erick recently. 

He said that Indonesia has a long-term roadmap up to 2045. It is targeted that several bridges, railway connectivity, airports, and dams must be synergised. 

“If we remember from the start, it was immediately coordinated with the Governor of DKI Jakarta, including how to connect the MRT and Commuter Line in Jakarta and between cities. It must be synergised, and for that we are making changes,” said Erick. 

He said that his agency is currently improving the plan. Among them is that intercity trains will not stop at Gambir Station in Jakarta, but an adequate facility for this will be built at Manggarai Station in Jakarta. This has been coordinated with the Transportation Minister. 

Erick targets the MRT to become the backbone in the city centre. Phase I, which has been completed, can proceed to phase II. Meanwhile, the LRT and Jakarta Bandung Fast Train (KCJB) will be integrated at several points. 

"The LRT and the high-speed railway are also the same. The LRT will also start later to penetrate several points, then there is the high-speed railway for leaving the city. We are synergising this so that each [mass transportation] is not constructed independently. For example, the station in Karawang. I have had a meeting. There is a toll road exit. We will talk with Jasa Marga. Why is there no station in Karawang?" he said.
