Investor Daily - KAI gandeng BPKP wujudkan akuntabilitas proyek LRT Jabodebek

10 February 2023

Jakarta - PT Kereta Api Indonesia (Persero) or KAI is establishing a collaboration with Development Finance Comptroller (BPKP) to realise accountability for the construction of Jabodebek Light Rail Transit (LRT) project so that it can be accounted for.

KAI Public Relations VP Joni Martinus said that, in Presidential Regulation Number 49 of 2017 on Acceleration of the Implementation of Integrated Light Rail Transit in Jakarta, Bogor, Depok and Bekasi Areas, KAI was appointed by the government to be responsible for the infrastructure’s operation, maintenance, and concession, as well as the funding for the construction of the integrated LRT.

“KAI is cooperating with BPKP so that all spending regarding Jabodebek LRT is reviewed, so KAI will only provide financing according to BPKP’s recommendation. With the state auditor’s review, KAI’s payment to the contractor will have an accountability that is in line with the governance,” Joni Martinus said in his official statement in Jakarta on Thursday (9/2/2023).

The construction progress of Jabodebek LRT has currently reached 89.11%. The operation target is in July 2023. PT KAI is committed to completing Jabodebek LRT with good corporate governance (GCG).

Their corporate transparency that is assessed by BPKP based on the President’s order shows that KAI is consistent and sustainable in implementing GCG. This can be seen from the 2021 GCG assessment and the Indonesian Corporate Accountability Index (Icorpax) assessment in 2022 carried out by West Java BPKP’s representative that have excellent results.

KAI’s commitment and consistency in implementing GCG sustainably are also proven by their achievement of the Indonesia Trusted Company award based on the Corporate Governance Perception Index (CGPI).

This award is a form of acknowledgment and appreciation to companies that are committed and consistent in implementing GCG sustainably based on the CGPI rating. The assessment scope covers the company’s financial and non-financial performance, compliance to laws and management control, as well as harmony of ethics, norms, and values.

Jabodebek LRT will operate using the communication-based train control (CBTC) system with grade of automation (GoA) level 3. The CBTC system is a communication-based train operation system, so the train can operate and forecasts schedules automatically from the operation control centre without a driver.

In a day, on average, Jabodebek LRT will conduct 434 trips with a capacity 1,308 passengers on each trainset. Later, Jabodebek LRT will operate from 5:00 AM to 11:27 PM with a headway of 4 minutes from Dukuh Atas Station to Cawang and 8 minutes from Cawang to Harjamukti as well as Cawang to Jati Mulya.
