Jakarta – The Public Works and Housing (PUPR) Ministry is targeting Cileunyi-Sumedang-Dawuan (Cisumdawu) toll road to fully operate at the end of February 2023. The toll road is expected to cut travel distance from Bandung to Kertajati from 180 km to 60 km, which will only take an hour of travel. It can also improve accessibility to Kertajati West Java International Airport (BIB) in Majalengka, West Java.

“Hopefully, we can operate Cisumdawu [toll road] in late February or early March,” PUPR Minister Basuki Hadimuljono said at a work meeting with House of Representatives (DPR) Commission V on Tuesday (17/1/2023).

Minister Basuki said that Cisumdawu toll road’s operator asked for the toll road to be completed in March. However, Basuki will continue to try to complete Cisumdawu toll road so that it can operate in late February.

“They asked for [the toll road to be completed in] March. However, I will try to complete it so that it can fully operate at the end of February,” he affirmed.

Basuki added that Cisumdawu toll road section I that connects Cileunyi-Pamulihan spanning 11.4 km was one of the 17 toll segments spanning 183 km completed in 2022.

183 km of the toll road was completed in 2022, and it officially operates on 24 January 2022.

“Cileunyi-Sumedang-Dawuan section I has been completed,” Basuki said.

Pamulihan-Sumedang-Cimalaka toll segment sections 2 and 3, which is one of the 9 new toll segments, has been completed, and it was operated on a functional basis during the 2022 Christmas and 2023 New Year’s holiday period.

“On 15 December 2022, Pamulihan-Sumedang-Cimalaka segment sections 2 and 3 of Cisumdawu toll road operated on a functional basis during the Christmas and New Year’s holiday period,” Citra Marga Nusaphala Persada Tbk (CMNP) Director Hasyim said in his official statement on Thursday (15/12/2022).

Hasyim explained that users could use the toll road for free.

“The operation of Pamulihan-Cimalaka segment of Cisumdawu toll road was carried out to facilitate the transportation route during Christmas and New Year’s holiday,” he said.

Pamulihan-Cimalaka segment of Cisumdawu toll road spanning 21.1 km has been completed, and it has gone through a feasibility test in November that was conducted by Highways Directorate General with Toll Road Regulatory Agency (BPJT) of the PUPR Ministry. So, the total distance of Cisumdawu toll road that is functional from Cileunyi-Cimalaka reaches 32.55 km.

The existence of Cisumdawu toll road that is operated PT CKJT can play a large role in the connectivity of West Java Province. The people’s travel time and distance can be cut with Cisumdawu toll road, so it can save some time.

Highways Director General of the PUPR Ministry Hedy Rahadian revealed that the toll road spanning 61 km was expected to support connectivity to Kertajati Airport in Majalengka. Cisumdawu toll road is set to cut travel time between Bandung-Kertajati spanning 180 km to one hour.

“We hope that travel time from Kertajati to Bandung will not take longer than one hour,” he said.

Hedy admitted that the topographic condition of Cisumdawu toll road was difficult as the contour goes up and down. That condition makes geotechnical activities difficult as there are many hinderances. The construction of Cisumdawu toll road consists of six sections built using the public-private partnership (PPP) scheme costing Rp5.5 trillion.

Out of the six sections, section 1 (Cileunyi-Pamulihan) spanning 11.45 km and section 2 (Pamulihan-Sumedang) spanning 17.05 km are constructed by the government as part of the viability gap fund to improve the investment feasibility of the toll road. Moreover, section 3 (Sumedang-Cimalaka) spanning 4.05 km, section 4 (Cimalaka-Legok) spanning 8.20 km, section 5 (Legok-Ujung Jaya) spanning 14.9 km, and section 6 (Ujung Jaya-Dawuan) spanning 4 km are constructed by the toll road business entity (BUJT), which is PT Citra Karya Jabar Tol (CKJT).

Toll Road Regulatory Agency (BPJT) Head of the PUPR Ministry Danang Parikesit said that the full operation of Cisumdawu toll road would cut travel distance and time between Bandung and Kertajati Airport by 50%. The distance between Bandung and Kertajati Airport will only be 60 km with Cisumdawu toll road, while the distance with arterial roads reaches 180 km.

“[Travel time] from Bandung to Kertajati is expected to take 1 hour. Hence, the mobilisation of cargo and services will be more efficient, so industries and tourism in surrounding areas can continue to grow,” Danang said when he visited Cisumdawu toll road sections 4 through 6 some time ago.

He said that the completion of Cisumdawu toll road was crucial to connect several industrial estates with transportation infrastructures in West Java, such as Kertajati Airport and Patimban Port. Some of the industrial estates are Ciayu and Rebana areas.

“We hope that the toll road will play a crucial role in supporting economic growth, welfare, and connectivity from Bandung to Kertajati Airport,” Danang said.

According to him, sections 2 and 3 that are connected from Pamulihan-Sumedang-Cimalaka supported traffic smoothness during 2022/2023 Christmas and New Year’s holiday period. The operation of sections 2 and 3 is connected with section 1 (Cileunyi-Pamulihan) of Cisumdawu toll road that has operated since early 2022. So, the toll road is currently operating from Cileunyi-Pamulihan-Sumedang-Cimalaka. Cisumdawu toll road is set to complete construction in the first quarter of 2023 to be connected from section 1 through section 6.

“Sections 1 through 3 are operational. Sections 4 through 6 are currently in construction, and they are expected to be completed soon,” Danang soon.

For section 4 (Cimalaka-Legok) spanning 8.2 km, the construction has reached 88.84%. Next, the construction of sections 5 A and B (Legok-Ujung Jaya) spanning 14.9 km have reached 67.92% and 64.79%. Meanwhile, the construction of section 6 (Ujung Jaya-Dawuan) has reached 99.80%. Next, the progress of Dawuan Junction that is connected to Cipali toll road has reached 99.82%. Overall, they are set to be completed and connected approaching 2023.

“We hope that Cisumdawu toll road being connected will play a crucial role in supporting economic growth, welfare, job creation in West Java, and connectivity from Bandung to Kertajati,” Danang said.
