Jakarta - Infrastructure Financing Directorate General of the Public Works and Housing (PUPR) Ministry stated that six toll road projects, including Puncak Toll Road, were being prepared to be tendered in 2024.
“In the roads and bridges sector, there are six PPP (public-private partnership) projects with a total investment of Rp49.47 trillion that will be prepared next year,” Infrastructure Financing Director General of the PUPR Ministry Herry Trisaputra Zuna said at the hearing with House of Representatives (DPR) Commission V in Jakarta on Monday (10/7/2023).
The six road and bridge projects include Malang-Kepanjen Toll Road in East Java that has an investment value of Rp10.04 trillion spanning 29.78 km that will be constructed to support connectivity in Malang City and Malang Regency. There is also Puncak Toll Road spanning 50.09 km with an investment value that is currently being calculated that will support connectivity and reduce traffic jams in Puncak, Bogor, West Java.
The next project is Bandung Southern Ring Road spanning 46.2 km with an investment value of Rp20.24 trillion that will support connectivity in Bandung City. Then, there is also Kohod (Pakuhaji)-Lebakwangi (Neglasari) Toll Road in Banten and West Java spanning 12.24 km with an investment value of Rp5.45 trillion that will support connectivity in Tangerang Regency and its surroundings.
Next, there is Pluit-Cengkareng Toll Road spanning 12 km with an investment value of Rp8.42 trillion that will support connectivity on the north corridor of Jakarta. The last project that are being prepared to be tendered in 2024 is Sadang Extension Toll Road spanning 21.15 km with an investment value of Rp5.32 trillion. The toll road will be connected to four toll segments, namely Cipularang, Cipali, South Japek 2, and Patimban Access.
Herry also said that there were two PPP projects in the roads and bridges sector that will enter the tender transaction stage next year with an estimated total investment of Rp23.33 trillion.
The first project is Tuban-Babat-Lamongan-Gresik Toll Road spanning 61.97 km with an investment value of Rp23.33 trillion that will provide access to Tuban Oil Refinery. The other PPP project in the roads and bridges sector that will enter the tender transaction stage next year is Sitinjau-Lauik Elevated Road spanning 10.5 km with an investment value that is currently being calculated.
“The elevated road will be constructed to reduce traffic accidents that are caused by the steep tilt of the existing road,” Herry said.
On the other hand, the government is planning to build a toll road in Puncak, Bogor, West Java to reduce traffic jams that often occur in the area. Some time ago, Freeways Director of the Highways Directorate General of the PUPR Ministry Triono Junoasmono said that the plan to build Puncak Toll Road was still being studied. “There are [project] initiators that are interested in investing in Puncak Toll Road. The potential initiators are currently preparing a study,” Triono said recently.
Puncak Toll Road is planned to be connected to Bogor-Ciawi-Sukabumi (Bocimi) Toll Road from Caringin to Cianjur spanning 52 kilometres. Later, the toll road construction will be carried out in five sections, but it is currently still waiting on the certainty of the study of the private companies as the toll road’s initiators. The potential initiators of Puncak Toll Road include PT Matrasarana Arsitama and Swoosh Capital KFT.
13 toll segments
Meanwhile, overall, the PUPR Ministry is targeting 13 new toll segments spanning 309.78 km to operate at the end of 2023. The 13 toll segments are included in the 2020-2024 toll road construction target that spans 1,367 km.
Triono Junoasmono said that the completion of toll roads was carried out in stages from year to year. Toll road construction until 2014 reached 790 km. From 2015 to 2019, it reached 1,298 km, including the connection of Trans-Java Toll Road and the commencement of Trans-Sumatra Toll Road as backbones.
“From 2020 to 2024, the toll road construction target spans 1,367 km. From 2020 to May 2023, 535.5 km of toll roads were completed. New toll roads spanning 309.78 km that consist of 13 toll segments will follow suit at the end of 2023,” Triono said recently.
Triono mentioned that several toll roads that commenced operation between January-May 2023 were Semarang-Demak Toll Road (Section 2 Sayung-Demak 16.01 km), Bekasi-Cawang-Kampung Melayu/Becakayu Toll Road (Section 2A Jakasampurna-Kayuringin 4.88 km, and Cinere-Jagorawi Toll Road (Section 3A Kukusan-Krukut 3.5 km).
“The total length of toll roads that are set to be completed to operate on a functional basis or fully operate reaches 3,455 km,” he stated.
Meanwhile, new toll segments that are set to operate at the end of 2023 are Cileunyi-Sumedang-Dawuan toll road sections 4-6 (28.2 km), Ciawi-Sukabumi toll road section 2 (11.9 km), Cibitung-Cilincing toll road section 4 (7.7 km), Cimanggis-Cibitung toll road section 2 (23.0 km), Serpong-Cinere toll road section 2 (3.6 km), and Siglli-Banda Aceh toll road sections 5-6 (13.2 km).
“Next, Kuala Tanjung-Tebing Tinggi-Parapat toll road sections 1-2 (38.45 km), Pasuruan-Probolinggo toll road section 4A (8.57 km), South Jakarta-Cikampek II toll road package 3, Serpong-Balaraja toll road section 1B, Kisaran-Tebing Tinggi toll road (47.6 km), Binjai-Langsa toll road (26.2 km), and Indralaya Interchange-Prabumulih toll road (64.7 km),” Triono stated.
