Jakarta - The Public Works and Housing (PUPR) Ministry is targeting Trans-Sumatra Toll Road (JTTS) that spans 322.52 km to operate between 2023-2024. The toll segments that will operate this year span 190.15 km, which consist of Sigli-Banda Aceh sections 5 and 6 spanning 13.2 km, Kuala Tanjung-Tebing Tinggi-Parapat sections 1-2 (38.45 km), Kisaran-Indrapura (47.6 km), Stabat-Tanjungpura section of Binjai-Langsa (26.2 km), and Sp. Indralaya-Prabumulih spanning 64.7 km.

Highways Director General of the PUPR Ministry Hedy Rahadian revealed that the length of JTTS that would operate next year reached 132.37 km, which consisted of Kayu Agung-Palembang-Betung section 2 (24.9 km), Bangkinang-Pangkalan (24.7 km), Sigli-Banda Aceh section 1 (24.67 km), and Kuala Tanjung-Tebing Tinggi-Parapat sections 3-4 (58 km).

“The toll segments that will be completed in 2024 span 134 km. They consist of Tanjungpura-Pangkalan Brandan section of Binjai-Langsa (19 km), Padang Sicincin (36.6 km), Kayu Agung-Palembang-Betung section 3 (44.29 km), and Bayung Lencir-Tempino section of Betung-Jambi (34.1 km),” Hedy said to Investor Daily recently.

The length of JTTS that operated on last Eid spanned 738 km with toll segments that operated on a functional basis, namely Tebing Tinggi-SS Inderapura section (28.5 km) and Dolok Merawan-Sinaksak section (15.6 km) of Kuala Tanjung-Tebing Tinggi, Sigli Banda Aceh sections 5-6 Blang Bintang-Baitussalam (12.7 km), Binjai-Langsa section 2 Stabat-Jalan Proklamasi (7.2 km), and Sp. Indralaya-Prabumulih section of Sp. Indralaya-Muara Enim (63.5 km). In Sumatra, Trans-Sumatra national road that spans 7,919 km is also operating with western highway spanning 2,562 km, eastern highway spanning 3,019 km, and central highway spanning 2,338 km.

PT Hutama Karya (Persero) ensures that 597 km of JTTS is ready to be used by homecoming drivers. In the homecoming period in 2019 before the pandemic, only 329 km of JTTS operated. Meanwhile, in Eid 2023, the length of JTTS reached 598 km, which extended by 268 km in four years.

This year, the budget to handle national roads and regional roads (toll and non-toll) is allocated Rp203.5 trillion. From that amount, Sumatra receives the largest allocation. Finance Minister Sri Mulyani Indrawati mentioned that the budget allocated to handle national roads and regional roads in Sumatra reached Rp71.5 trillion.

New roads spanning 119 km are allocated a budget of Rp1 trillion, road preservation spanning 14,773 km is allocated Rp9.7 trillion, and bridge construction spanning 6,447 metres is allocated Rp900 billion. Bridge preservation spanning 141,469 metres is allocated Rp800 billion, roads through special allocation fund (DAK) is allocated Rp3.8 trillion, JTTS is allocated Rp3.3 trillion, JTTS phase II is allocated Rp28.9 trillion, land procurement is allocated Rp2.8 trillion, and regional roads are allocated Rp20.3 trillion.

13 toll segments

Meanwhile, overall, the Public Works and Housing (PUPR) Ministry is targeting 13 new toll segments spanning 309.78 km to operate at the end of 2023. The 13 toll segments are part of the toll road construction target of 2020-2024 that spans 1,367 km.

Freeways Director of the Highways Directorate General of the PUPR Ministry Triono Junoasmono said that the completion of toll roads was achieved in stages from year to year. Toll road construction until 2014 spanned 790 km. Between 2015-2019, 1,298 km of toll roads were completed, including the connection of Trans-Java toll road and the commencement of Trans-Sumatra toll road as the backbone.

“From 2020 to 2024, the toll road construction target that reaches 1,367 km will be realised. From 2020 to May 2023, 535.5 km of toll roads were completed. Meanwhile, 309.78 km of new toll roads will follow suit with 13 toll segments at the end of 2023,” Triono said recently.

Triono mentioned that several toll segments that operated between January-May 2023 were Semarang-Demak (section 2 Sayung-Demak spanning 16.01 km), Bekasi-Cawang-Kampung Melayu/Becakayu (section 2A Jakasampurna-Kayuringin spanning 4.88 km), and Cinere-Jagorawi (section 3A Kukusan-Krukut spanning 3.5 km).

“The length of toll roads that are set to be completed, to operate on a functional basis, and to [fully] operate until 2024 will reach 3,455 km,” he said.
