Bisnis, Jakarta – The Land Bank Agency is tapping JTrust Group to attract Japanese investors to develop Penajam Eco City in East Kalimantan as a buffer zone for Nusantara Capital City (IKN).
Land Bank Agency Head Parman Nataatmadja mentioned that the development of Panajam Eco City was carried out on 1,000 hectares of land in North Penajam Paser Regency.
“The first milestone of our collaboration with JTrust Group, including its banking and consulting divisions, is to attract Japanese investors to invest in our land,” he said at a press conference in Jakarta on Wednesday (26/6).
Parman has decided to entrust the eco city project to a Japanese company, as Japan is one of the countries with a significant investment commitment in Indonesia.
Through this cooperation, he affirmed that JTrust Consulting would introduce and curate potential Japanese investors to invest in the Penajam Eco City project.
Moreover, JTrust group through its business entity, JTrust Bank, will also provide financing to investors if required.
“Their [JTrust Consulting] role is to attract quality investors from Japan. They have their own standards,” he stated.
Parman also revealed that the land status at the IKN VVIP airport has been resolved and was no longer an issue.
The status of the land at the IKN VVIP airport is that it is a state asset, managed by the Transportation Ministry.
“Therefore, the management rights are provided to the Transportation Ministry. It is logged as a state asset of the Transportation Ministry,” he stated.
Besides that, Parman also ensures that the land of the VVIP airport is clean and clear, so the construction process of the airport can be accelerated.
He affirmed that the government has also implemented the social and community impact handling (PDSK) programme for citizens affected by the construction of the IKN VVIP airport.
“So, it is clean and clear. The PDSK has been provided to the Regent. It is completed, the focus is now to accelerate the construction,” he emphasised.
The Land Bank Agency has expanded the construction area of the IKN VVIP airport to 621 ha. This expansion took place within the Land Bank Agency's management rights area.
To accelerate IKN development, the Land Bank Agency has also signed a cooperation with Nusantara Capital City Authority (OIKN). This cooperation is a commitment of the Land Bank Agency stated in Government Regulation Number 64/2021 on the Authority of the Land Bank Agency in Ensuring Land Availability for Equitable Economy.
Besides expanding the IKN VVIP airport area, the Land Bank Agency is also committed to supporting IKN development to boost economic growth in North Penajam Paser and provide land for section 5B of the IKN toll road.
The Land Bank Agency is also targeting to manage for 23,000 ha of new lands throughout 2024.
Parman said that the target was in line with the commitment of the Land Bank Agency to be Indonesia Land Bank Authority.
Currently, the total lands managed by the Land Bank Agency reach 18,758 ha.
Therefore, if the target is achieved, the lands managed by the Land Bank Agency in 2024 is estimated to reach 41,758 ha.
Meanwhile, JTrust Consulting Indonesia President Director Takeshi Ikeda explained that his company would provide consulting services, including business matching and marketing, by leveraging the insights and experiences of JTrust Group.
“Through an MoU with the Land Bank Agency, we can contribute to Indonesia’s economy and support the development of the new capital city. Additionally, we can also facilitate the development of economic programmes and activities for Japanese investors,” Ikeda said.
Moreover, Penajam Eco City is a one of the assets managed by the Land Bank Agency, which oversees a total of 18,758 ha of land throughout Indonesia.
The eco city concept promotes a healthy, eco-friendly, and sustainable city. It emphasises going back to nature and conserving energy. This concept encourages cities to create as many green open spaces as possible and to balance urban development with environmental, economic, natural resource, and human resource considerations.

During the occasion, PT Bank JTrust Indonesia Tbk (BCIC) revealed the company was interested in developing its business in IKN.
BCIC Business Director Widjadja Hendra said that his company was currently conducting a study to invest in the new capital city project worth Rp466 trillion.
“We are currently conducting a study,” he stated.
He stated that he was observing the success of IKN development to commit contributing to it. However, Widjaja did not mention when BCIC was planning to enter IKN.
“Because it [IKN] has been decided by the government. Our existence in Indonesia is a serious matter, so we ensure that we are studying the matter thoroughly,” he affirmed.
According to him, the plan to expand BCIC services to IKN aligns with the company’s business strategy to expand into business, commercial, corporate, and retail segments in the future.
Currently, several banks have started to expand to IKN. Initially, all state-owned banks have expressed their commitment to expanding their services to IKN.
This can be realised through the construction of branch offices in IKN, which commenced some time ago.
As of today, the total investment in IKN has reached Rp51.3 trillion. This investment was contributed by numerous companies in various sectors, including finance, education, and property.
Regarding IKN development as a green and smart city, Land Bank Agency Expert Staff for the Economy Bambang Brodjonegoro stated that it surpassed Canberra, the capital of Australia.
“I think we have an opportunity to construct a far superior capital city than Canberra,” he said.
According to him, Canberra was constructed without an integrated public transportation concept. This is not in line with the global commitment to reduce carbon emissions.
Meanwhile, IKN is designed as a pedestrian-friendly city. The use of private vehicles in IKN will be limited.
“Because we want to emphasise the eco city and the sustainability of the urban area itself,” he added.
The construction concept of IKN and Canberra is not much different. Both are cities constructed from zero. Besides that, Canberra and IKN, geographically, is similar as they are far from a populated island.
In terms of their design, Canberra and IKN is not much different. Both are meant as government core areas.
“Canberra is similar to Nusantara [in terms of its design]. There is a government core area. The city centre area mostly consists of government offices, including parliament buildings,” he affirmed.
