President inaugurates Citarum River flood control infrastructure

Jakarta - President Joko Widodo (Jokowi) has inaugurated three flood control infrastructures at Citarum River, namely Cisangkuy Floodway, Cieunteung Retention Pond, and Andir Retention Pond. The three infrastructures are part of the flood control system master plan for Citarum River from upstream to downstream to reduce flood in Bandung City/Regency in West Java.

 “This evening, we have inaugurated the retention ponds to control flood. We know that, during a heavy rainfall, Bandung and its surroundings often experience flood. Hence, we have built three infrastructures that we have inaugurated, namely Cisangkuy Floodway, Cieunteung Retention Pond, Andir Retention Pond,” President Jokowi said with Public Works and Housing (PUPR) Minister Basuki Hadimuljono at Andir Retention Pond in Bandung Regency on Sunday (5/3/2023).

State Secretary Minister Pratikno, House of Representatives (DPR) Commission VIII Ace Hasan Syadzily, DPR Commission V Anang Susantono, West Java Deputy Governor Uu Ruzhanul Ulum, and Bandung Mayor Yana Mulyana also attended the inauguration.

PUPR Minister Basuki Hadimuljono said that, besides the three flood control infrastructures that are part of Citarum River’s flood control system from upstream, they have also normalised Citarum with five polders at the troughs, namely Cipalasari-1 Polder, CIpalasari-2 Polder, West Cipalasari Polder, East Cijamber Polder, and Cisangkuy Polder.

 “With the infrastructures, 81% of the area has been controlled, so only 72 hectares remain. This year, we are moving to the downstream area of Ciliwung. Inshallah (God willing), Cibugel Pond and Pump, Cigede Pond and Pump, as well as an embankment will be constructed downstream,” he explained.

Cieunteung Retention Pond was completed in 2018 with a capacity of 190,000 m3 and an impoundment of 4.7 ha that can reduce flood by 91 ha (around 1,250 buildings/houses) and flood on transportation routes between Banjaran-Baleendah to Bandung City. This flood control infrastructure is also fitted with sport facilities, such as a fishing spot and a jogging track that spans 1,357 metres.

Cieunteung Retention Pond is fitted with four pumps that consist of one daily pump with a capacity of 2 m3/second and three flood pumps with a capacity of 3.5 m3/second. The construction was carried out by PT Nindya Karya – PT Barata (joint operation) with a contract value of Rp203 billion.

Next, Andir Retention Pond and its four polders were constructed by Citarum River Basin Agency (BBWS) of the Water Resources Directorate General of the PUPR Ministry in cooperation with West Java Provincial Government to handle the seasonal flood in South Bandung that reaches 500 litres per second. The construction was carried out by the contractor PT Adhi Karya in December 2020, and it was completed in 2021 with a construction contract value of Rp141.5 billion.

Andir Retention Pond is constructed on a land of 4.85 ha with an impoundment of 160,000 m3. The flood that usually occur in Dayeuhkolot and Baleendah can be controlled by the retention pond, then it can be pumped back into the river. So, it will reduce flood by 210 ha or 1,250 households.

Kopo Flyover

Besides the Bandung City/Regency flood control infrastructures, the President with PUPR Minister Basuki Hadimuljono have also inaugurated Kopo Flyover to reduce the traffic jam that often occur at Kopo interchange in Cibaduyut and Pasir Koja in Bandung City in West Java Province.

“To reduce traffic jam and make traffic smoother in Bandung City, we have built Kopo Flyover for Rp288 billion,” the President said.

Kopo Flyover is located above Jalan Soekarno-Hatta and spans 1.3 km in Kopo, which is the main route for commuters to go back and forth between Cimahi and Bandung, and it is also the main route that connects Bandung City to Bandung Regency. This flyover commenced construction in November 2021, and it was completed in September 2022. Kopo Flyover was opened to the public on Saturday (1/10/2022).

The PUPR Minister said that the construction of bridges, flyovers, and underpasses will facilitate connectivity and traffic accessibility, and they will also provide alternatives for the people to increase their economic productivity.
