Railways: KAI Commuter takes over two airport trains

Jakarta - PT Kereta Commuter Indonesia or KAI Commuter is known to take over the management of Soekarno-Hatta Airport Train and Yogyakarta International Airport Train from PT Railink.

Railways Director General of the Transportation Ministry Risal Wasal explained that KAI Commuter that is the operator of Jabodebek (Greater Jakarta) commuter line and Yogya-Solo commuter line has taken over the operation of Soekarno-Hatta Airport Train.

“Railink is no longer playing in Jakarta. They are making their services more efficient,” he said in Jakarta on Thursday (2/3).

Risal cannot disclose the management scheme of Soekarno-Hatta Airport Train. However, he mentioned that PT Railink will hand over the management of an airport train outside Jakarta, which is Yogyakarta International Airport Train.

Risal is also handing over the management of Soekarno-Hatta Airport Train to the subsidiary of PT Kereta Api Indonesia (Persero).

Moreover, he affirmed that the decision to inaugurate the handover is held by the railway state-owned enterprise (SOE).

Based on the information on PT Railink’s official website, there are 40 trips of Soekarno-Hatta Airport Train from Manggarai Station that are already operated by KCI.

Meanwhile, KAI Commuter Public Relations Manager Leza Arlan confirmed the plan to handover the management of Soekarno-Hatta Airport Train from PT Railink.

Meanwhile, he added that the handover process of the management of Soekarno-Hatta Airport Train from PT Railink to KAI Commuter is ongoing.

“Yes, KAI Commuter will manage Soekarno-Hatta Airport Train in the future,” Leza said on Thursday (2/3).

He said that the operation transfer process will be carried out in stages. Currently, the airport train’s operation is still using the existing operational standard until the handover is completed.

Leza is targeting the transfer of operation to be completed this year. However, he cannot ensure that KCI will take over the operation of Yogyakarta International Airport Train.

Bisnis’ data recorded that PT KAI spent Rp852.44 billion to construct Soekarno-Hatta Airport Train that is sourced from Bond I of PT KAI Series A and Series B Year 2017.

In IDX’s information disclosure, the issuance of both bond series is worth Rp2 trillion, which were issued on 22 November 2018 to increase the funding to construct Soekarno-Hatta Airport Train. From the total amount of the bond, Rp6.03 billion was allocated to pay for the public offering cost, so net proceeds from the bond received by the company reached Rp1.99 trillion.

From that amount, 55% or Rp852.44 billion is used for the airport train, while the remaining 45% or Rp897.29 billion is used for train procurement.

PT KAI President Director Didiek Hartatyo proposed for an additional subsidy for airport trains to boost the service for airport service users in the country.

Currently, KAI through its subsidiary PT Railink is operating Kualanamu Airport Train, Soekarno-Hatta Airport Train, and Yogyakarta International Airport Train.

According to him, the Transportation Ministry can provide a tariff subsidy for the airport trains to facilitate customers.

“We hope to receive the same assignment for the airport trains to facilitate the people who will travel from and to the airports,” he said at the time.

Didiek proposed for the airport train subsidy after signing the public service obligation (PSO) contract on economy class train passenger transportation in fiscal year 2021 from the Railways Directorate General of the Transportation Ministry with an allocation of Rp3.2 trillion.
