President Prabowo Subianto's administration signals the continuation of national strategic projects inherited from Former President Joko Widodo, even though they are not prioritised.

The fate of national strategic projects (PSNs) established during the era of the Seventh President of the Republic of Indonesia, Joko Widodo (Jokowi), is becoming clear. Several projects will continue even though they are not included in the National Medium-Term Development Plan (RPJMN) for the 2025-2029 period. Head of the Toll Road Regulatory Agency (BPJT) of the Ministry of Public Works, Miftachul Munir, stated that the PSN status of Jokowi's flagship projects will continue under President Prabowo Subianto.

"For toll roads, even though they are not included in the latest [RPJMN] list, the old list does not mention that they are downgraded. There is no issue that [PSNs will not continue]," he explained when met at the Ministry of Public Works Office on Friday (21/3).

According to him, toll road projects not included in the RPJMN will still proceed with land acquisition by the State Asset Management Agency (LMAN). Until now, the budget for land acquisition for PSNs from Jokowi's era continues even though it is not included in President Prabowo Subianto's RPJMN.

In line with this, Munir mentioned that there is no need for further concern regarding the continuation of toll road projects under construction.

"Actually, the PSN issue for us, in terms of continuing toll road construction, is not an issue that the projects will stop. So, they are still ongoing, inshallah (God willing), there is no problem," he added.

One of Jokowi's PSN toll roads not included in the RPJMN list is the construction of the Jakarta-Cikampek (Japek) II South toll road, which is being worked on by PT Jasa Marga (Persero) Tbk (JSMR).

Currently, the project is progressing and entering the construction phase of Section 1, which will connect Jatiasih to Setu along 9.3 kilometres (km).

Meanwhile, Section 2 of the Setu-Sukabungah segment, spanning 22.1 km, and Section 3 of the Sukabungah-Sadang segment, covering 30.6 km, will begin to be operational this year.

He reasoned that the land acquisition process becomes more challenging as the land gets closer to the city. "The Japek 2 South toll road continues, sections 2 and 3 will be functional this year, while section 1 is still in progress, the land is not yet acquired, indeed all [land acquisition] is difficult when it enters the city," Munir said.

The fate of several connectivity PSN projects from Jokowi's era came under scrutiny after President Prabowo Subianto only designated 77 projects with PSN status. In Prabowo's PSN list, it is outlined in Presidential Regulation Number 12/2025 concerning the RPJMN for 2025-2029.

In the regulation issued on 10 February 2025, Prabowo designated 77 PSN projects to be built during his term.

The details are that 77 PSN projects consist of 29 new PSN projects and the remaining 48 PSN projects are carry-over projects from the previous administration.

The new PSN projects designated by Prabowo include the Free Nutritious Meal Programme (MBG) and projects that contribute directly and significantly to achieving food self-sufficiency, energy self-sufficiency, water self-sufficiency, and downstreaming.

Additionally, the 77 PSN projects also include projects that support the achievement of the President's priority programme targets in human development.

Prabowo's populist programmes, such as the 3 million housing units and the Giant Sea Wall, are also included in the list of priority infrastructure development projects for this year.

In terms of connectivity, particularly toll road construction, Prabowo only designated four toll road projects that still receive PSN status, namely the integrated utility toll road construction in Sumatra and the Serang-Panimbang toll road construction in Banten.

Next, there are the Probolinggo-Banyuwangi toll road in East Java and the Patimban Port Access toll road in West Java. However, the PSN list that will be prioritised by Prabowo for the 2025-2029 period can still change or even be added based on ongoing evaluations.

This is explicitly stated in Presidential Regulation Number 12/2025. "The list of national strategic projects is indicative and can be changed or added based on evaluations of previously designated national strategic projects and carry-over projects. Based on assessments of new projects that meet the criteria according to applicable regulations," reads the RPJMN Presidential Regulation.

Legal basis

Coordinating Minister for Economic Affairs Airlangga Hartarto explained that the government will focus on implementing PSN projects that already have a legal basis as outlined in Presidential Regulation Number 12/2025.

"PSN projects that already have regulations will continue, and new ones will also progress," said Airlangga.

The Ministry of Public Works has revealed that there are 43 PSN projects that were not completed during the tenure of the Seventh President of Indonesia, Joko Widodo. The 43 PSN projects inherited from Jokowi to Prabowo consist of 32 PSN toll road projects, 5 dams, 2 irrigation areas, and 1 raw water project.

Additionally, there is one Drinking Water Supply System (SPAM) project, one sanitation project, and one industrial area project.

Chairperson of the Indonesian Construction Services Communication Forum (FJKKI), Andi Rukman Karumpa, hopes that the efficiency measures taken by the government will not halt the ongoing strategic projects.

"The government must ensure that ongoing projects do not stop due to budget efficiency," Andi said in a written statement. Andi Rukman continued that the certainty of project continuity is to maintain economic growth and can become the foundation for national development.

In detail, several PSN projects from Jokowi's era that were not completed during his tenure include the Serang-Panimbang toll road, the Bogor Ring Road toll road (including Caringin-Salabenda), the Tebing Tinggi-Pematang Siantar-Parapat-Tarutung-Sibolga toll road, the Ngawi-Kertosono-Kediri toll road (especially the Kertosono-Kediri section), and the Ciawi-Sukabumi Ciranjang Padalarang toll road.

Additionally, the Depok-Antasari toll road (including Bojonggede-Salabenda), the Bekasi-Cawang Kampung Melayu toll road, the Serpong-Balaraja toll road, the Semanan-Sunter toll road, the Sunter-Pulo Gebang toll road, the Duri Pulo-Kampung Melayu toll road, the Kemayoran-Kampung Melayu toll road, and the Ulujami-Tanah Abang toll road.

Other PSN projects on toll roads include the Pasar Minggu-Casablanca toll road, the Probolinggo-Banyuwangi toll road, the Krian-Legundi-Bunder-Manyar toll road, the Jakarta Cikampek II South toll road, the Solo-Yogyakarta-Kulonprogo toll road, the Semarang-Demak toll road, the Binjai-Langsa toll road, and the Bukittinggi-Padang Panjang Lubuk Alung-Padang toll road.

Not to mention the Pekanbaru-Bangkinang-Payakumbuh-Bukittinggi toll road, the Yogyakarta-Bawen toll road, the Betung (Sp. Sekayu)-Tempino-Jambi toll road, the Jambi-Rengat toll road, the Rengat-Pekanbaru toll road, the Simpang Indralaya-Muara Enim toll road, the Lubuk Linggau-Curup-Bengkulu toll road, and the Gedebage-Tasikmalaya Cilacap toll road (target completion in 2024 for the Gedebage-Tasikmalaya section).

Other toll roads include the Patimban Port Access toll road, the Gilimanuk-Negara-Pekutatan-Soka-Mengwi toll road, and the Kayu Agung-Palembang-Betung toll road.

Specifically, PSN projects in water resources include the Mbay Dam in NTT, the Tigadihaji Dam in South Sumatra, the Bener Dam in Central Java, the Rukoh Dam and the Directing Structure in Aceh, and the Karangnongko Dam in Central Java.
