22 May 2023

Jakarta - The construction of Trans-Sumatra toll road (JTTS) in South Sumatra – Jambi, specifically sections 1 and 3 of Bayung Lencir-Tempino toll segment of Betung-Tempino-Jambi toll road, will commence soon. It is a follow up to the signing of the construction contract among the Public Works and Housing (PUP) Ministry and service providers at the Highways Directorate General Building of the PUPR Ministry on Wednesday (17/5/2023).

The construction of sections 1 and 3 of Bayung Lencir-Tempino toll segment will be funded by the 2023-2024 state budget (APBN).  Section 1 that spans 7.62 km will be constructed by PT Adhi Karya-PT Waskita Karya-PT Jaya Konstruksi (Joint Cooperation) with a contract value of Rp1.61 trillion. Meanwhile, section 3 that spans 15.47 km will be constructed by PT Hutama Karya-PT Wijaya Karya-PT Brantas Abipraya (Joint Cooperation) with a contract value of Rp2.75 trillion.

“The PUPR Minister and the Highways Director General said that the work has to be carried out immediately. Without ground-breaking, the work has to commence immediately to accelerate the work in the field,” Freeways Director of the Highways Directorate General of the PUPR Ministry Triono Junoasmono said in his official statement in Jakarta on Friday (19/5/2023).

Based on the data from the Freeways Directorate, regarding the progress of sections 1 and 3 of Bayung Lencir-Tempino toll segment, the land acquisition progress in South Sumatra has reached 86% while the land acquisition progress in Jambi has reached 95%.

Triono Junoasmono who is familiarly called Yongki said that, after the signing of the construction contracts of sections 1 and 3 of Bayung Lencir-Tempino toll segment, the contract of section 2 and two technical supervision contract packages followed suit so that they could immediately be approved by the PUPR Minister in May 2023.

“We admit that Jambi is one of the provinces that is left behind in toll road construction. Alhamdulillah (Praise be to God), now we have a breakthrough. We can already start in Jambi, so all provinces in Sumatra can commence toll road construction, even though gradually,” Yongki said.

Yongki said that the construction of Bayung Lencir-Tempino toll segment must prioritise construction safety, employee safety, road user safety, quality, and environmental sustainability. Meanwhile, the planning aspect has to refer to the 2021 Geometric Design Guideline and other new applicable norm, standard, procedure and criteria (NSPK) in the Highways Directorate General.

Overall, Betung-Tempino-Jambi toll road that spans 169.9 km is constructed by implementing two financing schemes, namely public-private partnership (PPP) with service-based regular financing for 136.3 km worth Rp21.38 trillion and government support worth Rp5.84 trillion for 33.63 km.
