Attracting Private Sector Investment with a Reasonable and Structured Infrastructure Business Case

26 March 2021PwC Indonesia, together with the British Embassy Jakarta hosted the Infrastructure Business Case Foundation Training on 22-26 March 2021, attended by representatives from State-Owned Enterprises (SOEs) who are involved in infrastructure projects in Indonesia. The training objective is to learn from the UK’s experience and identify what can be adopted in Indonesia.

The training developed by the UK's Infrastructure and Projects Authority (IPA), is based on The Five Case Model, and is being adopted around the world by G20 countries. The step-by-step approach of the Five Case Model (5CM) helps to create delivery confidence, by ensuring and demonstrating that projects have been robustly scoped and realistically planned from the outset, and that they remain so throughout the entire life cycle. The 5CM is a useful tool for Indonesia in developing infrastructure especially in the rail and airport sector where the UK has strong capabilities. Every infrastructure project or programme will benefit from having a reasonable and structured business case to explain why it is needed and how it can be taken forward.

Oliver Richards, Country Director for the Department of International Trade from the British Embassy Jakarta said, “Since 2018, we have looked into introducing UK tools and practices in infrastructure development through the prosperity fund global infrastructure programme. The “Five Case Model” is the standard recommended by Her Majesty’s Treasury for use in central Government and other Government bodies and by all those with responsibility for deciding how public money should best be spent. I am proud to say that we have trained over 300 officials in Indonesia to date, and the responses have been positive.”

Julian Smith, PwC Indonesia Capital Projects and Infrastructure Advisor, added “The Infrastructure Business Case Training is delivered by the PwC Indonesia team of accredited trainers. This is the 11th training led by us and so far we are very pleased to be included in this initiative. We believe with this opportunity, we can train, support, and prepare SOEs representatives to be able to follow the best practices that have been carried out for the infrastructure development process in the UK and develop effective infrastructure business cases within their respective roles.”
