Jakarta, ID – This year, the government is allocating a budget of Rp15 trillion for road repairs in regions through Presidential Instruction on Acceleration in the Improvement of the Connectivity of Regional Roads.
Indonesia’s President Joko Widodo (Jokowi) said that the budget set in the presidential instruction on regional roads in 2023 amounted to Rp14.6 trillion. From this allocation, Rp1.36 trillion has been disbursed to Central Java Province to repair and construct of 40 road segments, including the Muntilan-Keningar road segment.
This statement was made by the President when he inaugurated the Muntilan-Keningar road segment in Sukomakmur, Magelang Regency, Central Java Province on Monday (22/1/2024). According to Jokowi, the segment is also an evacuation access from Merapi Mountain.
“The Muntilan-Keningar road segment in Sukomakmur is an evacuation access from Merapi, so I needed to see it. I have observed it, and it has been completed,” Jokowi said in his statement at the location after the inauguration.
Out of the Rp1.36 trillion allocated to Central Java Province, approximately Rp31.9 billion has been utilised for the construction of four road segments spanning 18.2 km in Magelang Regency. These segments include Sukomakmur Village Presidential Instruction Road covering 4.4 km and costing Rp5.7 billion, the Muntilan-Keningan road spanning 11.9 km and costing Rp16 billion, Kradenan Village Merapi Evacuation Access Road covering 2 km and costing Rp4 billion, and the Petun-Pakis road spanning 4.4 km and costing Rp5.3 billion.
Furthermore, the President explained that the Muntilan-Keningar road segment was not built with asphalt, but with rigid concrete. Hence, the road is expected to be stronger and more durable.
“Because [the vehicles] passing through are large sand trucks, the road segment was built with rigid concrete. We hope that it will be more durable, and I also hope that other road segments in Central Java can be smoother and better. Tomorrow, I will visit several other segments,” he added.
Meanwhile, Public Works and Housing (PUPR) Minister Basuki Hadimuljono explained that the road repairs in Central Java Province would be divided into three areas, namely eastern, central, and western Central Java. According to Basuki, the government has prepared a budget of Rp15 trillion to repair regional roads in 2024.
“The Finance Ministry has prepared Rp15 trillion to implement the presidential instruction on regional roads [for the PUPR Ministry]. The State General Treasurer is available. So, if I need it, I can ask for it directly, not through the Budget Implementation List (DIPA) of the PUPR Ministry,” Minister Basuki said as quoted by Antara.
Basuki said that the current budget for road repairs was not too different from the budget ceiling of the same programme in 2023 that reached Rp14.6 trillion.
Additionally, Basuki mentioned that the Rp14.6 trillion budget has been allocated to repair approximately 6,000 km of regional roads and 2,300 metres of bridges.
“I have directly observed Mamasa Regency in West Sulawesi. The roads are badly damaged. The rivers are also dry, including the ones in Sikka, Flores. I received the information, so I immediately checked the programme,” he said.
The guideline for road repairs in regions has been set in Presidential Instruction Number 3 of 2023 on Acceleration in the Improvement of the Connectivity of Regional Roads.
The presidential instruction is meant to address damaged non-national roads and improve road conditions in regions all over Indonesia, through the support of the State Budget (APBN).
Kartosuro – Klaten toll segment to be completed in July 2024
PUPR Minister Basuki Hadimuljono continued his work visit in Central Java Province to the construction of Yogyakarta-Solo toll road. According to him, 22.3 km of the Kartasura-Klaten toll segment can operate on a functional basis. Meanwhile, 3 km out of the total length of the Klaten-Purwomartani toll segment reaching 20 km is set to be ready to support the Eid homecoming flow in 2024. Overall, the Kartosuro-Klaten toll segment spanning 22.3 km will be completed in July 2024, while the Klaten-Purwomartani toll segment spanning 20 km is set to be completed at the end of September 2024.
Basuki said that the construction of Yogyakarta-Solo toll road would improve connectivity between Yogyakarta and Central Java.
“Yogyakarta-Solo toll road will be connected to Yogyakarta-Bawen toll road and Semarang-Solo toll road. So, it will form an economic growth golden triangle that includes Yogyakarta, Solo, and Semarang,” Basuki said.
He added that the construction of the Kartasura-Klaten toll segment was set to be 100% completed in July 2024. Meanwhile, the Klaten-Purwomartani toll segment spanning 20 km is set to be completed at the end of December 2024.
Minister Basuki is also continuously encouraging the toll road business entity (BUJT) PT Jogja Solo Marga Makmur to accelerate the completion of the toll road from Kartosuro to Yogyakarta that will be part of the Trans-Java toll road network.
Basuki said that the toll road would reduce traffic jams Yogyakarta-Solo national road, particularly toward popular tourist destinations like Prambanan Temple. Besides that, it can also shorten travel time from Yogya to Solo and vice versa, as well as to Yogyakarta International Airport in Kulonprogo.
Solo-Yogyakarta toll road spans 96.57 km to NYIA Kulonprogo. It consists of 3 sections, namely Section 1 (Solo-Klaten-Purwomartani) spanning 42.3 km, Section 2 (Purwomartani-Monjali-Sleman) spanning 16 km, and Section 3 (Gamping-Kulonprogo) spanning 38.57 km.
