Jakarta, ID – President Joko Widodo (Jokowi) inaugurated the Pamulang-Cinere-Raya Bogor Toll Road spanning 14.8 kilometres (km). The toll road, which costed an investment of Rp4 trillion, is part of the Jakarta Outer Ring Road (JORR) II which is projected to have a total length of 110.95 km.
JORR II is targeted to be connected by March 2024. This will reduce congestion on JORR I.
Jokowi hopes that the operation of this toll road will provide more route options for people mobility.
“This toll road provides an option for people, especially in Cibubur, Bogor, and Tangerang, to reach places such as Soekarno-Hatta Airport and others without having to enter the city,” said Jokowi in his remarks as quoted from the Cabinet Secretariat website in Jakarta on Monday (8/1/2024).
Apart from facilitating mobility, according to Jokowi, the Pamulang-Cinere-Raya Bogor Toll Road is expected to facilitate the flow of goods or logistics, especially in three provinces, namely Banten, DKI Jakarta, and West Java.
“We hope it will reduce traffic jams and people will have an alternative to use faster routes,” he said.
The operation of the Pamulang-Cinere-Raya Bogor Toll Road, said Jokowi, will complete the toll road network structure in the Jabodetabek area, such as the Inner Ring Road, Jakarta Outer Ring Road I (JORR I), and JORR II.
“This inaugurated toll road is part of JORR II, which has only a few kilometres remaining. I asked the Public Works Minister earlier and he answered that it would be completed in the second quarter of this year,” he emphasised.
Public Works and Public Housing (PUPR) Minister Basuki Hadimuljono added that the recently inaugurated toll road was part of the JORR II toll network, which circled from Cengkareng, Soekarno-Hatta Airport, Kunciran, Serpong, Cinere, Cimanggis, Cibitung, Cilincing, to Tanjung Priok Port.
“All JORR II segments are targeted to complete in the first quarter of 2024. Today, [we] inaugurated the Cinere-Raya Bogor segment spanning 11.2 km and the Serpong-Cinere section 2 Pamulang-Cinere spanning 3.6 km,” said Basuki.
He further explained that the JORR II segments which are currently in the completion stage are Cimanggis-Cibitung section 2B Cikeas-Cibitung spanning 19.65 km. Once fully connected, this toll road is expected to reduce congestion on JORR I.
Role of Jasa Marga
For information, the Pamulang-Cinere-Raya Bogor Toll Road is operated by two toll road business entities (BUJT), namely PT Cinere Serpong Jaya (CSJ), a subsidiary of PT Jasa Marga Tbk, which operates the Serpong-Cinere Toll Road, and PT Trans Lingkar Kita Jaya (TLKJ) which operates the Cinere-Jagorawi Toll Road.
The Serpong-Cinere Toll Road has a total length of 10.14 km which is divided into two sections, namely Section 1 Serpong-Pamulang spanning 6.5 km which has been operating since 2021 and Section 2 Pamulang-Cinere spanning 3.64 km. The total construction investment reached Rp3.8 trillion.
The Serpong-Cinere Toll Road is connected to the Kunciran-Serpong, Cengkareng-Batuceper-Kunciran, and Cinere-Jagorawi Toll Roads which are part of the JORR II West Region. The Cinere-Jagorawi Toll Road spans 14.8 km and consists of three sections, with an investment value of Rp3.6 trillion.
Meanwhile, the Head of the PUPR Ministry’s Toll Road Regulatory Agency (BPJT) Miftachul Munir said that the operation of the Pamulang-Cinere and Serpong-Cinere Toll Roads by BUJT PT Cinere Serpong Jaya is completing Section 1 Serpong-Pamulang which has been operating since 2021.
“Of course, this will further speed up people’s travel to and from the Cinere, Pamulang, Serpong, and the surrounding areas, to Soekarno-Hatta Airport, especially when Section 2 Pamulang-Cinere is connected to Cinere-Jagorawi Section 3B Krukut-Limo Segment, which is managed by PT Translingkar Kita Jaya and has also been completed,” said Munir.
Tariff not yet charged
Jasa Marga President Director Subakti Syukur said that the Serpong-Cinere Section 2 Pamulang-Cinere Toll Road would be an alternative to speed up people’s travel to and from Cinere, Pamulang, Serpong, and the surrounding areas.
“The connection of this toll road can break up traffic to and from Bogor and Cengkareng Airport with a relatively shorter time compared to using JORR I. Road users from Bogor, Ciawi, and the surrounding areas (Jagorawi) as well as from South Jakarta and Depok (Desari) can also easily and quickly reach Serpong, Kunciran, and Soekarno-Hatta Airport via JORR II,” explained Subakti.
PT CSJ President Director Mirza Nurul Handayani said that the Serpong-Cinere Section 2 Pamulang-Cinere Toll Road has been operating without charging tariffs since the Christmas 2023 and New Year 2024 holidays, precisely since 22 December 2023.
“During the holidays from 18 December 2023 until 4 January 2024, we recorded that the number of vehicles passing on this toll road reached 672,107 vehicles, an increase of 98.78% compared to normal traffic. Compared to last year’s holidays traffic, it reached 121.07%. Alhamdulillah [thank God], we see public enthusiasm in using this toll road segment, which is now fully integrated with the rest of the JORR II network,” said Mirza.
