Plans for a more massive public transport integration in the Special Region of Jakarta will open up room for expansion to absorb investment in this region's public transportation sector, especially for the light rail transit or LRT.
PT Jakarta Propertindo (Perseroda) or Jakpro as the operator of LRT Jakarta has started offering advanced phases to potential investors. Phases with routes integrated with other modes of transportation are the company's priority to be marketed to capital owners.
Jakpro's President Director Iwan Takwin explained that his agency has started offering several advanced phases for LRT Jakarta.
Some phases that have been marketed to investors are phase 1D (Dukuh Atas-Pesing), phase 2A (Kelapa Gading-JIS), and phase 2B (Velodrome-Klender).
Iwan revealed that the company's consideration for offering these phases is to increase intermodal integration.
He said that phase 1D, 2A, and 2B of the LRT project already have facilities or other modes of transportation ready to be integrated with LRT Jakarta.
"The lifeline of the transportation master plan is integration, so those phases are prioritised first. The goal is so that later it can be integrated with other [transportation] modes," he explained on Wednesday (10/7).
He explained that, through the routes in these phases, people mobility will be higher in the future due to the increasingly optimal integration process.
Iwan said that the LRT Jakarta routes will later connect people to other modes of transportation, ranging from MRT, LRT Jabodebek, Transjakarta, to the Whoosh High-Speed Railway.
Meanwhile, quoting information from the official Jakarta Investment Centre (JIC) page, Jakpro has offered three advanced phases of LRT Jakarta with a total cost of around Rp24 trillion.
In detail, phase 1D of LRT Jakarta with the Dukuh Atas-Pesing route is planned to span 11.8 kilometres with 13 stations. The investment cost required for the development and construction of this phase is around Rp13.4 trillion.
Next, phase 2A of LRT Jakarta is planned to connect the Kelapa Gading area to the Jakarta International Stadium (JIS). This project is planned to span 8.2 kilometres with 6 stations. The investment cost required for the development and construction of this phase is around Rp7 trillion.
Then, LRT Jakarta phase 2B is an extension of the existing route that will connect Velodrome to Klender. This project is planned to span 4.5 kilometres with 4 stations and will require a cost of around Rp3.65 trillion.
Iwan revealed that the interest in these projects so far has been quite positive.
He also mentioned that there are several potential foreign investors who are interested in working on this advanced phase of LRT Jakarta.
However, he was reluctant to detail the origin of the potential investors. He emphasised that Jakpro is still communicating with these potential foreign investors to follow up on their interest. "We continue to communicate with global parties and international investors. But this is a long and rigid process," he said.
In addition, his agency will also continue to seek funding for the LRT project both from domestic and foreign investors. Alternative financing schemes will continue to be pursued so that the LRT Jakarta project does not burden the regional budget in the future.
Collaboration
Meanwhile, PT Transportasi Jakarta or Transjakarta is targeting to serve as much as 92% of the total population of Jakarta by the end of 2024.
Collaboration with Regional State-Owned Enterprises (BUMDs) will continue to be enhanced to achieve this target.
Transjakarta's President Director Welfizon Yuza explained that his agency has currently served about 89% of the total population of Jakarta.
This means, he added, 9 out of 10 people living in Jakarta already have access to use Transjakarta services.
"People are already connected to [Transjakarta] bus stops or shelters with a maximum distance of 500 metres from their home. So, just by walking you can reach Transjakarta services," he said on Wednesday (10/7).
According to him, the average daily users of Transjakarta per July 2024 has reached 1.29 million people on weekdays. This achievement is up 3.2% from the realisation in June 2024 that recorded of 1.25 million per day.
Meanwhile, his agency also targets to serve 340 million passengers by the end of 2024, whereas Transjakarta recorded serving 285 million passengers in 2023.
To achieve this service target, Transjakarta will increase collaboration with numerous BUMDs, including Perumda Sarana Jaya, Jakpro, and Perumda Pasar Jaya.
Yuza provided examples that currently Transjakarta has served major locations managed by Jakpro, such as Jakarta International Stadium (JIS), Taman Ismail Marzuki (TIM), and Jakarta International Velodrome.
Currently, he added, there are already 23 Transjakarta routes serving communities in these areas.
In the future, similar collaborations will continue to be pursued with several BUMDs.
Yuza added, his agency will increase efforts to integrate public transportation with economic activity centres, such as markets managed by Perumda Pasar Jaya.
In addition to increasing access, the mobility of the people of Jakarta and its surroundings will also be boosted.
"Seamless public transportation integration with economic activity centres, such as the provision of lay bays directly to markets, has also started to be implemented," he said.
According to him, Transjakarta services have been available at 103 out of a total of 146 markets managed by Perumda Pasar Jaya. He targets Transjakarta services to be available at the remaining 43 markets by the end of 2024.
"For Pasar Jaya, we report that Transjakarta routes have currently served 103 markets out of a total of 146 markets owned by Pasar Jaya," he said.
