Jakarta, ID – The Nusantara Capital City (IKN) Authority (OIKN) is planning to implement the public-private partnership (PPP) scheme for housing projects in IKN that need an investment of up to Rp150 trillion.

OIKN Funding and Investment Deputy Agung Wicaksono said that the total cost for IKN development was Rp467 trillion. Approximately Rp375 trillion of this amount will be sourced from non-state budget (APBN) funds.

“This non-APBN investment is what we will secure through the PPP scheme,” Agung said in Jakarta on Friday (8/3/2024).

Agung explained that the total land required for residential development in IKN extended to 600 hectares (ha). “The investment required is estimated to reach Rp150 trillion. So, if Rp350 trillion can be secured from investments and Rp250 trillion from the PPP scheme, Rp150 trillion will be used for housing,” he revealed.

Besides the PPP scheme, investors are also invited to directly participate through the direct investment scheme without guarantee from the government. “It will be the focus in the future. For example, for housing for non-civil servants or individuals with low income,” Agung explained.

Agung mentioned that IKN was constructed based on the inclusive and sustainable concept. Therefore, the government has developed multiple investment schemes for housing projects.

“Regarding hotels, there is Hotel Nusantara that is constructed by the consortium Agung Sedayu Group. The progress is nearly 60%. It is set to be used by VIP guests on 17 August,” he revealed.

Housing for hotel workers, hospital staff, and teachers have also been prepared through the PPP scheme. “There is an opportunity regarding hotel workers, hospital staff, and teachers, and it needs to be communicated to potential investors. The PPP scheme is secure as residents are guaranteed with civil servants relocating,” he said.

To fulfil housing demand, the government through the OIKN implements the PPP scheme in accordance with Government Regulation Number 17/2022 on Budget Funding and Management in the Context of Preparation, Development, and Relocation of State Capital City as well as Government Administration of Nusantara Special Capital City.

Several investors/business entities have submitted their letters of intent (LoIs) to OIKN to initiate the construction of housing for civil servants, the Indonesian National Armed Forces, and the Indonesian National Police.

The projects are unsolicited projects and use the PPP scheme. “This is why we have to continuously conduct market soundings. They are not only a significant projects to fulfil housing demand, but they also open opportunities for business players, investors, and financial institutions/creditors to participate in the development of the housing sector in IKN using the PPP scheme,” he added.

Market soundings serve as the initial step to prepare market players before entering the transaction stage. The OIKN expects active participation of all stakeholders to increase the amount of investment and realise the housing sector in IKN through the PPP scheme.

 

Cooperating with planning association

Meanwhile, the OIKN and the Indonesian Planning Schools Association (ASPI) have established a collaboration to oversee IKN development in East Kalimantan.

OIKN Head Bambang Susantono said that, through collaboration, the development of a sustainable IKN planning concept could result in an advanced city with state-of-the-art infrastructure.

“We are confident that the collaboration with ASPI will introduce new perspectives and innovations in planning and developing IKN. This aligns with our vision to create a city that is not only advanced in terms of its infrastructure but also in its harmony with current trends in construction planning, embracing digitalisation and decarbonisation,” OIKN Head Bambang Susantono as quoted by Antara.

Bambang is encouraging the development planning profession to follow global trends.  Besides that, with a memorandum of understanding, he hopes that there will be a documentation or a discourse on this collaboration for Nusantara development.

The foundation of Nusantara development is affirmed with the signing of the memorandum of understanding between the OIKN and ASPI at Universitas Diponegoro in Semarang on Friday (8/3).

This memorandum of understanding signifies a shared commitment to incorporate innovations and expertise in regional planning and development, with a specific emphasis on Nusantara development, highlighting the significance of collaboration among sectors. The agreement also paves the way for the establishment of the IKN Regional and Urban Planning Academic Forum. This forum will serve as a platform for exchanging ideas, research, and innovative strategies that contribute to the construction of Nusantara and overall regional development.

The collaboration includes policy development, enhancement of human resource knowledge and competency, establishment of knowledge management institutions, and the formation of national and international networks. All of these aspects will contribute to supporting the initiative and other agreed-upon activities.

In support of the collaboration, ASPI Chairperson Adiwan Fahlan Aritenang emphasised that this partnership represented a crucial step for the academic community and planning practitioners in Indonesia to actively contribute to the development of the new capital city. “We are committed to supporting the OIKN with our knowledge and innovations,” Adiwan Fahlan Aritenang said

The signing of this memorandum of understanding is expected to strengthen the cooperation network among government institutions and academicians to enhance the quality of urban planning and development in Indonesia, especially to realise a sustainable Nusantara.
