Jakarta – The Transportation Ministry is preparing short-term and long-term action plans to improve connectivity among industrial estates in Bekasi-Cikarang-Karawang-Cikampek.
Road Transportation Facility Director of the Transportation Ministry, Risal Wasal, explained that one of the most important issues regarding export logistics from industrial estates to Tanjung Priok Port in Jakarta that must be resolved was connectivity improvement among industrial estates via connecting roads, especially traffic around Cikarang that was almost fully unintegrated. Hence, the Transportation Ministry is preparing action plans to improve connectivity among industrial estates.
“What are the answers to those challenges? First, we, including the Land Transportation Directorate General, will create action plans to improve connectivity among industrial estates,” Risal said during a webinar titled Membangun Logistik Perkotaan Berkelanjutan di Jabodetabek (Building Sustainable Urban Logistics in Greater Jakarta) on Tuesday (28/9).
He explained that the Land Transportation Directorate General was also preparing action plans to improve connectivity among industrial estates in other areas in Indonesia.
In preparing the action plans, Risal explained that the Transportation Ministry established a steering team and a technical team that involved the Coordinating Ministry for Economic Affairs, the Public Works and Public Housing (PUPR) Ministry, and the West Java Transportation Agency, as well as businesses.
“The teams will be assigned to create short-term action plans and assist the consultants appointed to create the long-term master plan. The Land Transportation Directorate General is appointed as the leader,” Risal said.
Risal revealed that eight industrial estates in CIkarang and its vicinity were located near each other, namely Delta Silicon (Cikarang, Delta Silikom (Deltamas), Indo Taise (Purwakarta), Jababeka (Cikirang), MM2100 (Cibitung Area), KIIC (West Karawang), Hyundai (Cikarang), and Surya Cipta (East Karawang). However, access from and to the industrial estates is not fully connected as there are complications.
“For example, there are roads or bridges used for labour houses or the roads cannot be used as they are too small. So, vehicles need to turn around or use toll roads,” Risal revealed.
Greater Jakarta logistics
Greater Jakarta Transportation Agency (BPTJ) Chairperson, Polana B. Pramesti, revealed that logistics issues in Greater Jakarta were quite complicated. This is in line with the demand increase for logistics transportation in Greater Jakarta.
“Besides the benefits provided, they can negatively impact life quality in the cities,” Polana explained.
She explained that freight vehicle traffic represented 8% to 15% of the total traffic. However, logistics services and logistics vehicle growth in cities will not only worsen road condition and cause traffic jams, but it will also damage the overall urban environment.
“The contribution of goods transportation to the worsening urban environment is increasingly real. According to the study of Alliance for Logistics Innovation through Collaboration in Europe, goods transportation in cities produce 25% of CO2 and 30% to 50% of NOx as well as other particles in cities,” Polana said.
Besides that, she said that sound pollution in cities was also one of the side effects of goods transportation in cities that must be focused on.
“Other issues from logistics transportation in urban areas include vehicle dimension violation,” Polana explained.
She added that BPTJ required support from various parties and sectors to handle these problems, so logistics transportation in Greater Jakarta could be more efficient and less harmful to the environment.
