Bisnis, Jakarta – The government will collaborate with private investors to develop the Giant Sea Wall (GSW) project, which will stretch from Tangerang, Banten to Gresik, East Java.

The Deputy Minister of Public Works, Diana Kusumastuti, explained that the Giant Sea Wall plan has now been included in the list of national strategic projects (PSNs) with a total length of 946 kilometres (km).

"It should stretch from Banten to East Java, from Tangerang to Gresik. The total length is approximately 946 km, and the estimated investment is quite substantial," she explained when met at the Ministry of Public Works’ office on Wednesday (12/3).

Regarding the latest progress of the project, Diana mentioned that the construction of the Giant Sea Wall is still in the study phase. Currently, the government has formed a task force that will execute the project.

Once the study process is completed, the government, through the North Coast of Java Coastal Management Task Force, will engage in partnerships with private sector partners to support the construction.

"It will not only be funded by the state budget (APBN), but it is also hoped that the private sector will become strategic partners for the development of the Giant Sea Wall in Greater Jakarta," she explained.

Diana mentioned that there would be an increase in land value capture for the project.

Later, the Giant Sea Wall will not only be built as a sea wall but will also be enhanced with additional benefits, such as becoming a toll road to attract private investment.

"There will be land value capture, revenue from the toll road on top of the sea wall, and also the potential sale of electricity, including floating solar power plants (PLTS)," she emphasised.

The Coordinating Minister for Infrastructure and Regional Development, Agus Harimurti Yudhoyono, mentioned that they have secured interest from several foreign investors who intend to work on the Giant Sea Wall project.

The PSN status of the Giant Sea Wall project is stipulated in Presidential Regulation (Perpres) Number 12/2025 concerning the National Medium-Term Development Plan (RPJMN) for the 2025-2029 period.
